Protection of Civilians in Sudan
PAEMA’s series of reports
As the third year of the Sudan war continues without any signs of de-escalation and the tactics of the belligerents continue to evolve, civilians remain consistently targeted for direct violence and subject to harm by the actions of the belligerents. Effective civilian protection requires consistent and concerted engagement from the local, national, regional, and international stakeholders, and most importantly, the meaningful inclusion of Sudanese civil society in the design and implementation of civilian protection modalities.
PAEMA has now produced two papers in the series of work on protection of civilians in Sudan. Published in October 2024, Commitment to Protect, offered a blueprint for what protection of civilians (PoC) should look like. In our second paper published in July 2025, Rooting Civilian Protection in Sudan’s Connectivity, we take a more focused look at the need for restoration of the telecommunications networks in Sudan and on systems capable of addressing both early warning and early action needs. Future reports will focus on specific threats to civilians and critical infrastructure.
