Survey: Impact of the U.S. Foreign Aid Cuts

On January 20, 2025, President Donald Trump issued an Executive Order, directing the U.S. Department of State and the U.S. Agency for International Development (USAID) to implement a 90-day pause on all U.S. foreign aid and to review all existing programming. Secretary of State Marco Rubio suspended all foreign assistance on January 24, 2025, immediately cutting off $58.4 billion of aid planned for the 2025 fiscal year. By March 10, Secretary Rubio announced that 83% of USAID programs had been formally terminated.

To better understand how the U.S. foreign aid cuts are affecting communities and local organizations over time, PAEMA is conducting a series of Aid Impact Surveys. The first survey was published in May 2025. You can read it here. The second survey is available to participate in now.

If you are an employee or volunteer with a local organization, a recipient of aid, or if you recently lost your position with a community organization or NGO, we invite you to share your observations with us. All the information we collect in this survey is confidential and anonymous. We will not use any information that could identify you or your organization in any documents we produce or any meetings where we share what we learn from this survey.
