SUDAN NEWS ROUND-UP

• The International Fact Finding Mission on Sudan released a report documenting the role of external entities in the war, while the U.S. led efforts to expand the UN arms embargo to cover all of Sudan remain mired in challenges. A one month technical rollover was approved on 11 September.
  

• The AU moved to endorse the Sudanese-Sudanese Dialogue Initiative ahead of the first official visit by the Quintet to Khartoum on 8-10 September.
  

• The New York Times, Washington Post and Euronews have all published articles in the last week, revealing details of SAF’s alleged chemical weapons program.

JUSTICE & ACCOUNTABILITY

• On 8 September, the International Criminal Court Trial Chamber held a reparations hearing on the case of Ali Abd-Al-Rahman (also known as Ali Kushayb). This was a first of its kind hearing on Sudan, following the October 2025 conviction of Kushayb on 27 counts of war crimes and crimes against humanity in Darfur as a Janjaweed commander. Reparations expressed by victims included restitution of land, financial compensation, and symbolic measures. Following the hearing, the Trial Chamber will deliberate and issue a Reparations Order. The ICC Trust Fund for Victims will also need to prepare a Draft Implementation Plan. 

• The UN Independent International Fact-Finding Mission for Sudan (FFM) issued their latest report on 3 September, documenting foreign recruitment and external support networks that are strengthening the military capabilities of both warring parties and contributing to civilian harm. 

• The report identified a transnational network involving individuals and entities in the UAE, Chad, southeastern Libya and Puntland, Somalia, which investigators said facilitated weapons, ammunition, military technology, personnel and logistical support to the RSF. The report also found reasonable grounds to believe that the SAF also used foreign-supplied drones in operations that harmed civilians and civilian objects.

• The FFM said attacks by both sides may amount to war crimes and called on states to halt illicit arms and recruitment networks. It also recommended extending the existing UN arms embargo on Darfur to the whole of Sudan. 

• FFM chair Mohamed Chande Othman stated to the Human Rights Council that long-range drones and other advanced technologies are allowing both sides to strike deeper into territory and are making the war increasingly destructive. Othman also warned that survivors, witnesses, journalists, lawyers and human rights defenders face intimidation and harassment because of their cooperation with international investigations. 

• During the Human Rights Council’s interactive dialogue on 7 September, the European Union and the African Group, as well as Qatar, Jordan and other states, condemned external involvement fuelling the war, although several statements stopped short of explicitly naming individual states. Sudan’s Prosecutor General and head of the National Commission of Inquiry, Intisar Abdel Aal, accused the UAE of sponsoring the RSF and said external support was a principal factor prolonging the war. 

• The RSF-aligned government (Tasees) rejected the FFM report, accusing investigators of bias and of failing to adequately document alleged violations by the SAF and allied militias. 

• The FFM’s mandate is due to expire at the end of the current Human Rights Council session, with Western states pushing for a one-year renewal.

HUMAN RIGHTS

• Madania News has reported on hundreds of women being held in Omdurman Women’s Prison, with many charged with collaboration with the RSF, just for selling tea or other items in areas under RSF control. A deputy prosecutor said “suspicion of collaboration is a certainty. The punishments are always deterrent.” 

• Journalists Syndicate demands fate and whereabouts of five missing reporters, five journalists remain victims of enforced disappearance, calling for immediate disclosure of their fate and an independent investigation. 

• The RSF freed four female journalists and lawyer in Nyala after about six months in detention, following arrests linked to a February workshop on women’s issues and rights. The release came after international pressure, including a joint letter led by the Committee to Protect Journalists and 16 partners that highlighted deteriorating health in detention and called for the immediate release of all journalists held for their work.

• The Preparatory Committee of the Sudanese Doctors’ Union announced that its secretary-general, Dr. Atiya Abdullah, was arrested in Gedaref in eastern Sudan by SAF military intelligence during the first week of August.

CHEMICAL WEAPONS ACCUSATIONS

• On 5 September the New York Times and Washington Post both published in-depth reports on SAF’s alleged production and use of chemical weapons, with information provided by a Middle East intelligence agency. The reports describe the manufacturing and deployment of chlorine weapons in 2024. 

• A third article, published by Euronews on 9 September contained information from what it describes as credible evidence provided by former Organisation for the Prohibition of Chemical Weapons officials whose report, viewed by Euronews, cites the testimony of eight Sudanese witnesses and alleged victims of chemical attacks. 

• The U.S. has imposed a series of sanctions related to the use of chemical weapons in Sudan, in April 2025 and July 2026. SAF has denied the allegations.

PEACE PROCESS & MEDIATION EFORTS

• Principals of the Quintet arrived in Khartoum on 8 September for a three-day mission, holding direct consultations with Sudanese stakeholders, including General Burhan and Prime Minister Idris, on the conflict and prospects for the political process. 

• Concluding its Khartoum mission on 10 September, the Quintet reiterated that there is no military solution, called for an inclusive civilian-led political process alongside steps to protect civilians and end hostilities, and reaffirmed Sudan’s sovereignty, unity and territorial integrity while rejecting parallel structures. 

• On 31 August, the AU Commission endorsed the Sudanese-Sudanese Dialogue Initiative in Sudan, initiated by Burhan in May, bringing strong reactions from a number of Sudanese stakeholders. The Declaration of Principles coalition issued a formal complaint to the AU Peace and Security Council about the endorsement. On 2 September, the Secretary General for the League of Arab States issued a statement, also welcoming the Sudanese-Sudanese Initiative. The Sudanese Dialogue Committee spokesperson said the endorsement comes at an important time and lends legitimacy to their efforts.  

• Members of the 19-member Sudanese-Sudanese Dialogue Preparatory Committee were announced on 30 August. They started their official consultations on 5 September, following a pledge by Burhan to offer immunity to participants. 

• The Arab League’s Secretary-General issued a statement welcoming Burhan’s dialogue and related Sovereignty Council decisions, prompting protest from anti-war factions with seven reservations. They argued the League treated the Sovereignty Council as a legitimate state body despite being a party to the war, endorsed a dialogue held under one belligerent’s control without a ceasefire or humanitarian truce, and overlooked the ongoing humanitarian catastrophe.

• US Senior Adviser Massad Boulos told the BBC that all of Sudan’s neighbours are participating in or facilitating aspects of the war and that “at least 12 countries” are providing military support, without naming them. He said Washington is pushing the UN Security Council to expand the arms embargo nationwide to curb rising external support, though he expressed less confidence about passage given Russia’s past vetoes; analysts warned the broad framing could dilute accountability for specific backers, notably the UAE’s documented support to the RSF and Egypt/Turkey’s backing of the SAF. 

• Pekka Haavisto, the UN Secretary General’s Personal Envoy for Sudan, opened a series of stakeholder engagements with a 29-30 August meeting in Nairobi with the Declaration of Principles coalition and SLM‑AW, who rejected Burhan’s dialogue as a legitimacy bid and insisted any political process must start with ending the fighting, protecting civilians and addressing humanitarian needs before political arrangements. 

• Haavisto then travelled to Khartoum (arriving 4-5 September) for Quintet‑linked consultations, meeting Burhan, PM Kamil Idris and Finance Minister Gibril Ibrahim to discuss de‑escalation, civilian protection and a potential prisoner/detainee exchange; Idris stressed no compromise on sovereignty, while Gibril opposed expanding the arms embargo to all of Sudan. 

• In parallel, Haavisto held a phone call with RSF leader Hemedti on 5-6 September covering AU perceptions of bias, the need for the Quintet to remain neutral, and an international initiative on prisoners, with the RSF side requesting official detainee lists as a precondition. 

UNITED NATIONS

• During a UN Security Council meeting on Sudan on 25 August, the U.S. proposed expanding the Darfur-only arms embargo to cover all of Sudan and explicitly include drones, seeking to curb external military support to both SAF and RSF; Russia warned against measures that would impact the Sudanese army, and SAF authorities rejected the idea of a nationwide embargo. 

• Russia, China, the African three (A3) countries, and Pakistan all opposed the U.S. proposal. Russia and China didn’t input into the proposed text. The A3 and Pakistan however, provided language modifying the embargo to only apply to non-state actors. With an apparent stalemate for a vote, the U.S. proposed a one month technical rollover of the mandate, to expire on 9 October, in close alignment with the expiration of the Panle of Experts mandate on 12 October. The rollover was adopted on 11 September, with all 15 Council members voting in favor.

• In early September, the Somoud alliance and other civil groups called for extending the embargo nationwide and sanctioning military suppliers, citing widespread drone strikes and the war’s spread beyond Darfur, as the Council prepared to vote on renewing the sanctions regime, which would expire on 12 September if it isn’t renewed or amended.

• While the UAE expressed support for an expansion of the arms embargo, they raised concerns with the UN Security Council over the Panel of Experts’ report on Sudan, disputing allegations concerning its role in supporting the RSF and questioning aspects of the report’s methodology and evidence. 

• Eight U.S. senators, led by Senator Chris Murphy, urged U.S. Ambassador to the UN Mike Waltz to support additional measures as the Security Council considers renewing and expanding its Sudan sanctions regime. Their proposals include extending the arms embargo nationwide, restricting exports of mercury and sodium cyanide used in gold mining, targeting illicit gum arabic trade, and requiring stronger reporting on arms embargo violations and those responsible.

REGIONAL & INTERNATIONAL DIPLOMACY 

• General Burhan arrived in Asmara on Friday for talks with Eritrean President Isaias Afwerki, marking his second visit in less than two months after a 17 July trip. The two have grown closer politically and security-wise since the war began. 

• On 8 September, UK Members of Parliament debated the war in Sudan, urging stronger diplomatic pressure, accountability and humanitarian support. International Development Minister Kirsty McNeill confirmed £146 million in UK funding for Sudan this year, including a new £20 million programme for survivors of sexual and gender-based violence, and expressed UK support for an expansion of the UN arms embargo to all of Sudan. 

• RSF leader Hemedti made an unannounced visit to Addis Ababa on 26 August, according to Mada Masr. The visit comes amid reported military and logistical activity along routes linking Ethiopia to RSF-held areas in Sudan.

• Africa Intelligence reported that RSF leader Hemedti has been cultivating discreet ties with Israel, including contacts between his brothers and Israeli intelligence officials. The report indicates the relationship has developed alongside broader efforts by the RSF leadership to secure foreign political and military support. 

• Human Rights Watch urged Germany to publicly challenge the UAE over its alleged support for the RSF ahead of President Sheikh Mohamed bin Zayed’s 10 September visit to Berlin.

ARMED CONFLICT

• SAF rejected U.S. accusations that it carried out an aerial attack inside Chad, questioning why Ethiopia’s alleged role in attacks against Sudan is not receiving similar attention. 

• Around 200 RSF fighters led by Abu Bakr Dahloub, the group’s intelligence chief for special missions in North Kordofan, defected and arrived in Omdurman, announcing their decision to join SAF. The defection marks the second major RSF defection by a senior commander from the Kordofan front in recent weeks.  

• Chad has increased military deployments along its eastern border with Sudan and established temporary outposts to block weapons and fighters from crossing.

• North Darfur
  SAF destroyed an RSF air-defence system east of Al-Kouma in a targeted operation on 9 September.
  

  West Darfur

• On 28 August, Chad accused SAF of an airstrike that hit a fuel market near Chad’s border with Sudan, killing at least 12 people and injuring seven.

• The RSF has reinforced its positions in El Geneina, West Darfur, and constructed earthen berms around the city amid heightened military activity in the region, according to Mada Masr.
  

  North Kordofan 

• The Emergency Lawyers Group announced that eight civilians were killed and dozens were injured when a drone targeted civilians who were traveling in the “Umm Shro” area, northeast of the Sudri locality on Thursday 27 August. 

• RSF drone strikes hit El Obeid on 9 September, disrupting a period of relative calm in the city and heightening fears of renewed fighting. 

• On 30 August, the RSF allegedly killed five civilians and displaced more than 3,000 people in attacks on Al-Qaa and Al-Kawakiti, west of Bara. 

• At least 13 people were killed when an RSF drone struck a court hall in Um Rwaba on 8 September.
  

  South Kordofan

• On 27 August, the World Food Program condemned the looting of its warehouses and offices belonging to other humanitarian organisations during fighting in Kauda.  

• On 4 September, Sudan’s Doctors Network said that at least 21 people, including women and children, were killed in clashes between the SPLM-N and members of the Otoro community in Debi and Luweri, south and west of Kauda. 

• Hundreds of residents marched near Kauda on 29 August calling for an end to fighting between the SPLM-N and Otoro fighters and supporting a ceasefire initiative. The march came as the fragile truce faced renewed tensions and allegations of violations by SPLM-N forces. 

• An aerial attack struck two clearly marked WFP trucks carrying food assistance outside Dilling on 30 August. The attack destroyed more than 50 tonnes of food, enough to support about 5,800 people for a month, and injured civilian drivers. The WFP and EU condemned the attack and called for the protection of humanitarian personnel and aid operations.
  

  West Kordofan

• Severe food shortages in Al-Odayahave reportedly forced dozens of families to eat umbaz, an oilseed residue normally used as animal feed.

  Blue Nile

• On 28 August, RSF and its allied SPLM-N captured the Sorkam and Bakori military bases near the Ethiopian border. 

• SAF deployed an Elite Brigade affiliated with the General Intelligence Service to the Bakori axis, following the RSF capturing the Bakori and Sorkam military bases. The deployment was intended to reinforce SAF positions and support ongoing operations in the area. 

• On 1 September, SAF-aligned Joint Force fighters arrived in Damazin, as the RSF-SPLM-N alliance advanced toward the state capital after capturing the Bakori and Sorkam military bases. 

• SAF repelled an RSF attack near Kurmuk on 27 August, amid intensified fighting along the Ethiopian border. The clashes reportedly triggered further displacement from surrounding areas.

HUMANITARIAN AFFAIRS & DISPLACEMENT

• Civil society groups in North Darfur are reporting on a dire food insecurity situation. The war, loss of livelihood and constant displacement has led to a worsening food crisis. The lack of precipitation during the rainy season has compounded the situation, with groups including the Abd al-Shakur Emergency Room calling for the immediate supply of food and water to avert a deeper crisis. 

• In conjunction with the International Day of the Victims of Enforced Disappearances, Sudan’s Humanitarian Coordinator Denise Brown warned of an escalating pattern of aid workers being detained by non-state armed groups and demanded the immediate and unconditional release of all detained workers. 

• Sudan's health system on brink of collapse due to funding cuts. Médecins Sans Frontières warned that global aid reductions, especially after USAID's closure and European cuts, have forced dozens of clinics and health centres to shut across Sudan, pushing an already fragile system toward collapse. 

• Displacement has regularly occurred in Geisan locality, Blue Nile over the last month. On 7 September, over 3,300 people were displaced. On 5 September, over 300 people fled, and from 28-30 August, 11,000 people fled villages because of ongoing military operations, relocating nearby. These latest waves follow earlier displacement in mid-August, with the situation in the locality remaining tense and highly volatile. 

• Civilians were also displaced in Al-Kurmuk locality, Blue Nile, due to deteriorating security and ongoing military operations. 3,000 and 1,690 people were displaced on 31 August and 5 September. 

• The Balzan Foundation granted its Special Prize for Humanity, Peace and Brotherhood Among Peoples to Sudan’s Emergency Response Rooms (ERRs).

DOMESTIC

• On 27 August, Khartoum authorities lifted the two-year night-time curfew and state of emergency in the capital, allowing movement and work at all hours. Non-Sudanese were barred from entering Khartoum State by bus, train, or private/public vehicles unless they hold valid visas or permits, with penalties for violators and transport operators instructed to enforce the rule. 

• On 7 September, Atbara merchants staged a third strike in two weeks in protest against what they describe as arbitrary tax assessments and rising fees that outpace declining commercial activity and purchasing power. 

• Economic stagnation and soaring living costs deepen across Sudan; the Sudanese pound has fallen to around 7,200 per US dollar, pushing up prices of basic foods and fuel while public-sector wages lose most of their purchasing power. 

• Tasis Prime Minister Al-Ta'ayishi announced the approval of secondary exam results in RSF-controlled areas on 28 August.

ECONOMY & NATURAL RESOURCES

• The Swiss government has banned the import and sale of gold from Sudan, adopting the same measures taken by the EU in July (see News Monitor #1). 

• A Sudan Tribune investigation says most of Darfur's gold now leaves through RSF-held mining sites (notably Jebel Amer, Radoum, Singou, Kutum and Kabkabiya) along two main corridors-Umm Dafouq-Birao into the Central African Republic and a desert route via N'Djamena-Ennedi in Chad-before being flown to the UAE and, in part, Russia. 

• In early September, the Sudanese Communist Party issued a long statement reflecting on the current state of Sudan, in which it stated that the war has created a parallel economy linking military and commercial interests with smuggling networks, citing a cumulative 43% loss of real output in 2023–2024, inflation above 200% at times, and the pound falling to over 6,000 per US dollar by late 2026.

حقوق الإنسان

• أفادت مدنية نيوز عن احتجاز مئات النساء في سجن أم درمان للنساء، حيث وُجهت إلى العديد منهن تهمة التعاون مع قوات الدعم السريع، لمجرد بيع الشاي أو سلع أخرى في المناطق الخاضعة لسيطرة قوات الدعم السريع. وقال نائب المدعي العام: «الاشتباه في التعاون هو حقيقة مؤكدة. والعقوبات دائمًا ما تكون رادعة».

• طالبت نقابة الصحفيين بمعرفة مصير وأماكن وجود خمسة صحفيين مفقودين، حيث لا يزالون ضحايا للاختفاء القسري، داعية إلى الكشف الفوري عن مصيرهم وإجراء تحقيق مستقل.

• أفرجت قوات الدعم السريع عن أربع صحفيات ومحامية في نيالا بعد حوالي ستة أشهر من الاحتجاز، عقب اعتقالات مرتبطة بورشة عمل عُقدت في فبراير حول قضايا المرأة وحقوقها. وجاء الإفراج عنهن بعد ضغوط دولية، بما في ذلك رسالة مشتركة بقيادة لجنة حماية الصحفيين و16 جهة شريكة، والتي سلطت الضوء على تدهور الحالة الصحية أثناء الاحتجاز ودعت إلى الإفراج الفوري عن جميع الصحفيين المحتجزين بسبب عملهم.

• أعلنت اللجنة التحضيرية لنقابة الأطباء السودانيين أن أمينها العام، الدكتور عطية عبد الله، اعتُقل في القضارف بشرق السودان على يد المخابرات العسكرية التابعة للقوات المسلحة السودانية خلال الأسبوع الأول من أغسطس.

اتهامات باستخدام الأسلحة الكيميائية

• في 5 سبتمبر/أيلول، نشرت كل من صحيفتي «نيويورك تايمز» و«واشنطن بوست» تقارير متعمقة حول مزاعم إنتاج القوات المسلحة السودانية واستخدامها للأسلحة الكيميائية، استنادًا إلى معلومات قدمتها وكالة استخبارات شرق أوسطية. وتصف التقارير تصنيع ونشر أسلحة الكلور في عام 2024.

• وتضمن مقال ثالث، نشرته قناة «يورونيوز» في 9 سبتمبر، معلومات مستمدة مما وصفته القناة بأنها أدلة موثوقة قدمها مسؤولون سابقون في منظمة حظر الأسلحة الكيميائية، ويستشهد تقريرهم، الذي اطلعت عليه «يورونيوز»، بشهادات ثمانية شهود سودانيين وضحايا مزعومين لهجمات كيميائية.

• فرضت الولايات المتحدة سلسلة من العقوبات المتعلقة باستخدام الأسلحة الكيميائية في السودان، في أبريل 2025 ويوليو 2026. ونفت القوات المسلحة السودانية هذه المزاعم.

عمليات السلام والوساطة

• وصل ممثلو الخماسية إلى الخرطوم في 8 سبتمبر في إطار مهمة استمرت ثلاثة أيام، حيث أجروا مشاورات مباشرة مع الأطراف المعنية السودانية، بما في ذلك الجنرال البرهان ورئيس الوزراء إدريس، حول النزاع وآفاق العملية السياسية.

• وعند اختتام بعثتها في الخرطوم في 10 سبتمبر، أكدت المجموعة الخماسية مجدداً أنه لا يوجد حل عسكري، ودعت إلى عملية سياسية شاملة يقودها مدنيون إلى جانب اتخاذ خطوات لحماية المدنيين ووقف الأعمال العدائية، وأعادت التأكيد على سيادة السودان ووحدته وسلامة أراضيه، رافضةً في الوقت نفسه أي هياكل موازية.

• في 31 أغسطس، أيدت مفوضية الاتحاد الأفريقي «مبادرة الحوار السوداني-السوداني» في السودان، التي أطلقها البرهان في مايو، مما أثار ردود فعل قوية من عدد من الأطراف المعنية السودانية. وأصدر تحالف «إعلان المبادئ» شكوى رسمية إلى مجلس السلام والأمن التابع للاتحاد الأفريقي بشأن هذا التأييد. وفي 2 سبتمبر، أصدر الأمين العام لجامعة الدول العربية بيانًا رحب فيه أيضًا بمبادرة «الحوار السوداني-السوداني». وقال المتحدث باسم لجنة الحوار السوداني-السوداني إن هذا التأييد يأتي في وقت مهم ويضفي شرعية على جهودهم.

• أُعلن في 30 أغسطس عن أسماء أعضاء اللجنة التحضيرية للحوار السوداني-السوداني المكونة من 19 عضوًا. وبدأت اللجنة مشاوراتها الرسمية في 5 سبتمبر، عقب تعهد برهان بمنح الحصانة للمشاركين.

• أصدر الأمين العام لجامعة الدول العربية بياناً رحب فيه بحوار البرهان وقرارات مجلس السيادة ذات الصلة، مما أثار احتجاجاً من الفصائل المناهضة للحرب التي أبدت سبعة تحفظات. وجادلوا بأن الجامعة تعاملت مع مجلس السيادة كهيئة دولة شرعية على الرغم من كونه طرفاً في الحرب، وأيدت حواراً يُعقد تحت سيطرة أحد الأطراف المتحاربة دون وقف لإطلاق النار أو هدنة إنسانية، وتغاضت عن الكارثة الإنسانية المستمرة.

• صرح المستشار الأمريكي البارز مسعد بولس لـ«بي بي سي» بأن جميع جيران السودان يشاركون في جوانب من الحرب أو يسهلونها، وأن «12 دولة على الأقل» تقدم دعماً عسكرياً، دون أن يذكر أسماءها. وقال إن واشنطن تضغط على مجلس الأمن الدولي لتوسيع نطاق حظر الأسلحة ليشمل جميع أنحاء البلاد للحد من الدعم الخارجي المتزايد، على الرغم من أنه أعرب عن ثقة أقل في تمرير القرار بالنظر إلى حق النقض الذي مارسته روسيا في الماضي؛ وحذر المحللون من أن الصياغة العامة قد تضعف المساءلة عن الداعمين المحددين، ولا سيما الدعم الموثق من الإمارات العربية المتحدة لقوات الدعم السريع ودعم مصر وتركيا للقوات المسلحة السودانية.

• افتتح بيكا هافيستو، المبعوث الشخصي للأمين العام للأمم المتحدة إلى السودان، سلسلة من اللقاءات مع الأطراف المعنية باجتماع عُقد في نيروبي يومي 29 و30 أغسطس مع تحالف «إعلان المبادئ» وحركة تحرير السودان-جناح عبدالواحد، اللذين رفضا حوار البرهان باعتباره محاولة للحصول على الشرعية، وأصرّا على أن أي عملية سياسية يجب أن تبدأ بإنهاء القتال وحماية المدنيين وتلبية الاحتياجات الإنسانية قبل الترتيبات السياسية.

• ثم توجه إلى الخرطوم (حيث وصل في 4-5 سبتمبر) لإجراء مشاورات مرتبطة بالخماسية، حيث التقى البرهان ورئيس الوزراء كامل إدريس ووزير المالية جبريل إبراهيم لمناقشة تخفيف حدة التوتر وحماية المدنيين وتبادل محتمل للأسرى والمعتقلين؛ وشدد إدريس على عدم التنازل عن السيادة، بينما عارض جبريل توسيع نطاق حظر الأسلحة.

• وفي الوقت نفسه، أجرى هافيستو مكالمة هاتفية مع قائد قوات الدعم السريع حميدتي في 5 و6 سبتمبر، تناولت خلالها تصورات الاتحاد الأفريقي بشأن التحيز، وضرورة حفاظ الخماسية على الحياد، ومبادرة دولية بشأن الأسرى، حيث طلبت قوات الدعم السريع قوائم رسمية بالمعتقلين كشرط مسبق.

الأمم المتحدة وحظر الأسلحة

• خلال اجتماع لمجلس الأمن الدولي بشأن السودان في 25 أغسطس، اقترحت الولايات المتحدة توسيع نطاق حظر الأسلحة المقتصر على دارفور ليشمل السودان بأكمله، مع تضمين الطائرات بدون طيار صراحةً، سعياً إلى كبح الدعم العسكري الخارجي لكل من القوات المسلحة السودانية وقوات الدعم السريعة؛ بينما حذرت روسيا من اتخاذ تدابير من شأنها أن تؤثر على الجيش السوداني، ورفضت سلطات القوات المسلحة السودانية فكرة فرض حظر على مستوى البلاد.

• - عارضت روسيا والصين والدول الأفريقية الثلاث (A3) وباكستان الاقتراح الأمريكي. ولم تشارك روسيا والصين في صياغة النص المقترح. غير أن الدول الثلاث الأفريقية وباكستان قدمت صيغة تعدل الحظر بحيث ينطبق فقط على الجهات الفاعلة غير الحكومية. وفي ظل مأزق واضح بشأن التصويت، اقترحت الولايات المتحدة تمديداً تقنياً لمدة شهر واحد للولاية، على أن تنتهي في 9 أكتوبر، بما يتوافق بشكل وثيق مع انتهاء ولاية فريق الخبراء في 12 أكتوبر. وقد تم اعتماد التمديد في 11 سبتمبر، حيث صوّت جميع أعضاء المجلس الخمسة عشر لصالحه.

• - في أوائل سبتمبر، دعا تحالف «صمود» ومنظمات مدنية أخرى إلى توسيع نطاق الحظر ليشمل جميع أنحاء البلاد وفرض عقوبات على موردي المعدات العسكرية، مستشهدين بانتشار الغارات الجوية التي تشنها الطائرات بدون طيار وانتشار الحرب خارج دارفور، وذلك في الوقت الذي كان فيه المجلس يستعد للتصويت على تجديد نظام العقوبات، الذي كان من المقرر أن تنتهي صلاحيته في 12 سبتمبر ما لم يتم تجديده أو تعديله.

• وفي حين أعربت الإمارات العربية المتحدة عن دعمها لتوسيع نطاق حظر الأسلحة، إلا أنها أعربت لمجلس الأمن الدولي عن مخاوفها بشأن تقرير فريق الخبراء حول السودان، حيث اعترضت على الادعاءات المتعلقة بدورها في دعم قوات الدعم السريع، وشككت في بعض جوانب منهجية التقرير والأدلة الواردة فيه.

• حث ثمانية أعضاء في مجلس الشيوخ الأمريكي، بقيادة السناتور كريس مورفي، السفير الأمريكي لدى الأمم المتحدة مايك والتز على دعم اتخاذ تدابير إضافية في الوقت الذي ينظر فيه مجلس الأمن في تجديد وتوسيع نطاق نظام العقوبات المفروضة على السودان. وتشمل مقترحاتهم توسيع نطاق حظر الأسلحة ليشمل جميع أنحاء البلاد، وتقييد صادرات الزئبق وسيانيد الصوديوم المستخدمين في تعدين الذهب، واستهداف التجارة غير المشروعة بالصمغ العربي، وفرض متطلبات أكثر صرامة للإبلاغ عن انتهاكات حظر الأسلحة والمسؤولين عنها.
