The outbreak was caused by the Bundibugyo virus — a strain for which there is currently no licensed vaccine or specific treatment. The WHO <a href="https://www.who.int/emergencies/situations/ebola-outbreak---drc-2026" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">declared the outbreak a Public Health Emergency of International Concern on May 17th</span></a>, and Africa CDC declared a Public Health Emergency of Continental Security the following day. It is the 17th recorded Ebola outbreak in the DRC since the virus was first identified in 1976. The epidemic has spread quickly: as of May 23rd, the Health Ministry <a href="https://www.ecdc.europa.eu/en/ebola-virus-disease-outbreak-democratic-republic-congo-and-uganda" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">reported over 900 suspected cases and more than 100 confirmed cases</span></a>, with cases now detected in Ituri, North Kivu and South Kivu, and several travel-linked cases reaching Uganda's capital, Kampala. Bunia airport, Ituri’s main airport, was <a href="https://7sur7.cd/2026/05/23/ebola-les-vols-au-depart-et-destination-de-bunia-suspendus-jusqua-nouvel-ordre" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">closed on May 23rd</span></a>, with <a href="https://www.aljazeera.com/news/2026/5/27/drc-flight-suspension-and-uganda-border-curbs-isolate-ebola-hit-bunia" rel="nofollow" style="color:#51945e !important;">some exceptions</a>&nbsp;for humanitarian flights, only with special approval from aviation and health authorities.</p><p style="color:inherit;font-size:1.0625em;line-height:1.618em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;text-align:justify;white-space:normal !important;" class="">Active armed conflict, mass displacement, weak governance, deep public mistrust of authorities, and U.S. aid cuts are all hampering the response to the crisis. Even testing for the virus is complicated, with <a href="https://www.instagram.com/p/DYkJRNhoKIW/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">samples needing to be sent 1800km away</span></a> to Kinshasa for analysis. Further, while Ituri province technically remains under the control of the Congolese government (though state governance is absent in much of the province, where armed groups such as ADF and CODECO control large swathes of territory). Large parts of North and South Kivu,where cases have now been confirmed, are governed by M23. Effective surveillance, contact tracing and containment would therefore require coordination between Kinshasa and M23. On May 26th, the International Rescue Committee <a href="https://www.rescue.org/eu/press-release/irc-watchlist-flash-alert-ebola-outbreak-eastern-drc-spreading-faster-response" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">warned that the outbreak was "spreading faster than the response"</span></a> and could become the deadliest on record, reporting at least 223 deaths across the DRC and Uganda and noting that years of conflict and aid cuts have left eastern DRC more fragile and less prepared than during the 2018–2020 outbreak that killed more than 2,000 people.<br><br>Though its spread is facilitated by the effects of conflict in the region, Ebola itself is also at the source of tensions. On May 21st, <a href="https://www.radiookapi.net/2026/05/22/actualite/sante/bunia-un-centre-disolement-ebola-incendie-lhopital-de-rwampara" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">rioters set fire to a hospital in Bunia</span></a>, as staff refused to release the body of a man who had died of Ebola. The following day, a group of youths <a href="https://www.radiookapi.net/2026/05/24/actualite/sante/ebola-en-ituri-13-malades-en-fuite-apres-incendie-de-leurs-tentes" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">set fire to tents set up for the isolation of Ebola patients in Mongbwalu</span></a>, causing 13 patients to flee. On May 24th, also in Mongbwalu,<a href="https://www.radiookapi.net/2026/05/25/actualite/sante/retour-au-calme-mungwalu-apres-des-tensions-autour-dun-deces-lie-ebola" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;"> police fired shots to disperse a hundred or so protesters</span></a> who were trying to recover the body of a religious leader who died of Ebola. Among the population, many do not believe Ebola is real and are left distraught by security measures such as the ban on funerals and wakes.<br><br>Following a confirmed case in Goma on May 17th, Rwanda closed its border crossings with the DRC, <a href="https://www.radiookapi.net/2026/05/18/actualite/sante/un-premier-cas-debola-confirme-goma-les-frontieres-avec-le-rwanda-fermees" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">first in Goma/Gisenyi</span></a> and shortly after in <a href="https://congorassure.com/sante-societe/2026/05/18/ebola-en-rdc-la-frontiere-de-ruzizi-reliant-bukavu-et-cyangugu-fermee-du" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">Bukavu/Cyangugu</span></a>. <a href="https://fr.africanews.com/2026/05/26/rdc-la-fermeture-des-frontieres-rwandaises-en-raison-debola-paralyse-le-commerce/" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">Congolese citizens are barred from crossing into Rwanda</span></a>, while Rwandans and other foreigners are allowed to enter on condition of isolation on arrival. On May 22-23rd, the health ministers of DRC, Uganda and South Sudan <a href="https://www.radiookapi.net/2026/05/24/actualite/sante/la-rdc-louganda-et-le-soudan-du-sud-decident-dune-surveillance" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">held a high-level meeting in Kampala</span></a>, and underlined the need to strengthen cross-border health surveillance to detect cases quickly, at both formal and informal border crossings. On May 28th, <a href="https://apnews.com/article/ebola-congo-uganda-border-virus-b96734598ea95b1cdb71986c8b1adf43" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">Uganda ordered the closure of its border with Congo</span></a>, declaring that anyone entering from Congo under emergency circumstances will be taken into mandatory isolation for 21 days. <a href="https://breakingburundi.com/burundi-tightens-ebola-prevention-measures-at-border-with-drc/" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">Burundi</span></a> introduced checks for travelers entering the country from the DRC. Though no cases have been reported in South Sudan as of yet, <a href="https://www.rfi.fr/fr/afrique/20260527-soudan-du-sud-les-autorit%C3%A9s-se-pr%C3%A9parent-face-au-risque-d-une-propagation-de-l-%C3%A9pid%C3%A9mie-d-ebola" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">the country has not yet deployed any Ebola preparedness efforts </span></a>and said they are not planning on closing the border with Congo.</p><p style="color:inherit;font-size:1.0625em;line-height:1.618em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;text-align:justify;white-space:normal !important;" class="">The Trump administration's response combined emergency funding with stringent travel restrictions. Par ailleurs, si la province de l'Ituri reste techniquement sous le contrôle du gouvernement congolais (bien que la gouvernance de l'État soit absente dans une grande partie de la province, où des groupes armés comme les ADF et CODECO contrôlent de vastes pans du territoire), de grandes parties du Nord et du Sud-Kivu, où des cas ont désormais été confirmés, sont gouvernées par le M23. La surveillance, le pistage des cas contacts et une maîtrise efficaces nécessiteraient donc une coordination entre Kinshasa et le M23.
