The persistence of operations suggests the current sanctions package has not yet altered Rwanda’s strategic calculus, particularly as measures have not targeted senior leadership or the economic networks linked to the Rwandan Patriotic Front (RPF). One of the earliest visible effects of sanctions has emerged at the basketball court.
