SUDAN NEWS ROUND-UP

  • Burhan’s initiative for an internal national dialogue has been soundly rejected by a large number of Sudanese stakeholders following meetings in Addis Ababa, from 22-23 August. 

  • During a UN Security Council meeting on 25 August on protection of civilians in Sudan, the U.S. proposed an expansion of the arms embargo and sanctions regime which currently only covers Sudan. While supported by some Security Council members, the idea was rejected by both Russia and the Sudan Mission’s Permanent Representative.

  • Chad’s government has raised its alert level after accusing SAF and allied militias of carrying out airstrikes on its territory last week, hitting a military convoy. SAF has denied responsibility. 

SUDAN UPDATES

HUMAN RIGHTS

  • Rights groups condemned the reported execution of a civilian by soldiers in Jabra Al-Sheikh, North Kordofan, and called for an investigation into the incident. 

  • The Sudanese Journalists Syndicate warned against attempts to portray journalists as parties to the conflict, saying political and military labeling has increased risks to journalists' safety and freedom of expression. 

  • Sudanese civil and political activist Jaafar Khader died in Gedaref after a prolonged period of illness. Khader was known for his involvement in Sudan's civil movement, opposition to authoritarian rule, and advocacy for the rights of people with disabilities. 

  • The UAE released Sudanese political activist Mohammed Farouk after approximately 19 months in detention. Farouk was arrested in Dubai in January 2025 and detained without public charges, according to Sudanese sources, while Amnesty International had called for his immediate and unconditional release in May. 

  • Sudan's Violence Against Women and Children Units held their first national forum in Khartoum since the war began, bringing together representatives from across the country to develop a unified national action plan and recommendations to strengthen responses to gender-based violence. 

  • 83 prisoners in Port Sudan have suspended their hunger strike until Sunday, after receiving assurances from judicial and prosecution officials that the conditions would be improved.

PEACE PROCESS & MEDIATION EFORTS

  • On 15 August, General Burhan offered guarantees for an inside-Sudan dialogue, pledging to halt criminal procedures against participants, grant temporary procedural immunity in private complaints, and provide full legal immunity for views expressed during the dialogue.

  • From 14-15 August, the Declaration of Principles, Sumoud and Communist Party leaders dismissed Burhan’s initiative as "legitimizing military rule", insisting priorities must be a comprehensive ceasefire and humanitarian access before any political process. 

  • The Quintet invited the Declaration of Principles, Popular Congress, Umma Party and more to late-August meetings in Addis to agree on a unified vision and form a preparatory committee for a comprehensive dialogue. 

  • From 22-23 August - Declaration of Principles, Popular Congress Party, Umma (Mubarak al-Fadil), civil society, women's and youth groups, and independents held consultative meetings in Addis to assess the war, mediation efforts, and Burhan's dialogue call, aiming to forge a common position. 

  • The anti-war coalition announced a shared position rejecting Burhan's initiative as legitimizing military rule; it proposed three tracks-humanitarian protection and access, an immediate humanitarian truce leading to a permanent ceasefire, and a transparent Sudanese-Sudanese political dialogue-excluding the NCP and limiting SAF/RSF roles. Former PM and Somoud leader Abdullah Hamdok called the gathering a breakthrough in overcoming civilian fragmentation, stressing there is "no military solution" and reiterating demands for aid corridors, releasing detainees, lifting restrictions on civic work, and addressing health and education crises.

UNITED NATIONS

  • The UN Security Council held a briefing on Protection of Civilians in Sudan on 24 August, chaired by Denmark’s Foreign Minister, Lars Løkke Rasmussen. UN Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, urged the Council to use the tools at its disposal to get the parties back to meaningful negotiations. UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher, said “the tragedy of Sudan is not that we do not know what to do.  It is that we have not yet found the will to do it.” Dr. Eva Khair spoke about the many protection threats civilians in Sudan are facing, saying, “Women are the canaries in the coalmine: they experience the first signs of political oppression and bear its brunt.” She called for a dedicated women, peace and security framework to underpin all aspects of the response. 

  • Council members agreed that there was no military solution to the conflict and broadly condemned attacks on civilians and destruction of civilian infrastructure, but their testimonies varied on solutions to the protection crisis. The U.S. proposed an expansion of the arms embargo. They were joined in calling for the expansion by the UK, France, Denmark and Latvia. Russia, however, said that further restrictions will negatively impact civilians. For his part, the Permanent Representative of Sudan to the United Nations, Ambassador Al-Harith Idris, strongly opposed the expansion of the arms embargo or sanctions regime and called for support for a national dialogue. 

  • As Council members discuss the renewal of the UN sanctions regime and a possible expansion of the arms embargo, the final report of the Panel of Experts has not been released, despite anticipation it would be made public in mid-August. 

  • Port Sudan authorities have asked a 29-member coalition led by China to block UK-led efforts to renew the Independent Fact-Finding Mission in Sudan’s (FFM) mandate with the UN Human Rights Council (HRC) meets, September 7-October 7. Nearly 70 organizations have signed onto a letter to the HRC, calling for an extension of the FFM’s mandate. 

  • Sudan played a central role when the UN Security Council held a high-level debate on 25 August on Conflict Driven Food Insecurity.

AFRICAN UNION

  • AU Peace and Security Council (AU PSC) delegation visited Sudan for first time since 2021 coup with a two-day field visit to Sudan on 16 August, meeting senior officials including General Burhan and Prime Minister Idris. The visit focused on the war, humanitarian situation, ceasefire efforts and prospects for an inclusive, Sudanese-led political process. 

  • Sudan has remained suspended from AU activities since October 2021, when the bloc condemned the military seizure of power and suspended the country until the restoration of a civilian-led transitional authority. The suspension remained in place following the meetings with Burhan. But reports claimed the Sudanese authorities asked the AU delegation to work towards reversing the country's suspension, with AU officials reportedly stressing that restoring constitutional and democratic governance remains central to any change in Sudan's status. Authorities did reportedly receive assurances that the issue could be considered alongside progress on the political dialogue announced by Burhan.

  • Analysts cited by Al Jazeera noted that the AU has political legitimacy but lacks independent enforcement, financial or military leverage to compel the SAF and RSF to halt fighting. The effectiveness of the latest mission will therefore depend on whether it can coordinate pressure with regional and international actors and translate the battlefield stalemate into meaningful negotiations.

REGIONAL & INTERNATIONAL DIPLOMACY 

  • General Burhan received credentials from the newly appointed ambassadors of Nigeria, Sierra Leone, Azerbaijan, and Italy, while awarding the Order of the Two Niles to the outgoing ambassadors of Turkiye and Egypt. 

  • Sudan and Saudi Arabia signed an agreement establishing a Supreme Council for Strategic Cooperation and Coordination covering ten areas, including political, economic, investment and trade cooperation. Separately, SAF Army Chief of Staff Yasser al-Atta held military talks in Ankara with Turkish officials on bilateral military cooperation. 

  • South Sudanese President Salva Kiir expressed readiness to mediate in Sudan's conflict following talks with Darfur Governor Minni Minnawi, who called on Juba to contribute to efforts to achieve peace in Sudan.

ARMED CONFLICT

  • Sudan’s army chief Abdel Fattah al-Burhan said on 25 August that military operations would continue until the defeat of the RSF, while dismissing reports of possible sanctions against Sudan. The remarks followed his statement on 21 August that he expected new sanctions against himself and Sudan in the coming days. Burhan also said SAF would continue efforts to restore control across the country and called on other armed movements to integrate their forces into the army. 

  • More than 300 RSF fighters, including commanders, defected to the SAF in Northern State, The group arrived in Al-Dabba locality with up to 50 combat vehicles, following the reported defection of another 300 RSF members, including 21 commanders, the previous week, with SAF subsequently announcing the completion of the first phase of procedures to regularise their status. 

  • Security and military expert Jamal al-Shaheed said SAF has regained part of the battlefield initiative through an expanded air fleet and recent gains in Kordofan. He said the army had made significant advances in several Kordofan areas while preparing for further operations towards El Fasher and Geneina. He also linked the army's improved position to new aircraft and increased air operations.

  • SAF accused Ethiopia of facilitating RSF operations along the Blue Nile border, including through alleged training facilities and logistical support around Benishangul-Gumuz and Asosa. 

  • Chadian authorities accused the Sudanese military and allied forces of using aircraft and drones to strike a convoy in East Ennedi, more than 100 km inside Chadian territory. Chad subsequently put its military on high alert and warned the Sudanese warring parties against entering its territory. 

  • In a call with Chadian President, the US Senior Advisor for Africa, Massad Boulos, underscored deep concern about the Sudan war spilling across borders and threatening regional stability, reiterated that external financial and military support to the warring parties must stop. Boulos stated that Washington condemns the SAF's recent air strikes inside Chad, stressing there is no military solution and no justification for expanding violence beyond Sudan's borders.

  • White Nile

  • On 23 August, SAF’s 18th Infantry Division, along with joint anti-smuggling and police reserve units, intercepted 79 fuel barrels, assorted weapons and multiple types of narcotic pills bound for RSF positions along the border, in what White Nile’s governor described as a “sabotage” operation enabled by collaborative elements.


    North Darfur

  • The “Triangle” area connecting Sudan, Chad and Libya, has emerged as another important front in efforts to cut RSF supply routes. SAF has intensified operations along desert routes linking eastern Libya with North Darfur, while Joint Forces have carried out ground ambushes around locations including Bir Marqi.

    West Darfur

  • Fighting has intensified along the Bir Saliba corridor in West Darfur, close to the Chadian border, as SAF-aligned forces seek to disrupt RSF supply lines.

    South Darfur

  • A drone strike, allegedly carried out by SAF, targeted the airport in Nyala following a large cargo plane landing on 24 August. 

  • The humanitarian situation is dire for displaced populations in Nyala, according to emergency room and health centre personnel.

    North Kordofan 

  • The SAF said it downed two RSF drones in Bara and Jreikh, including an FH-95 long-range drone. SAF said the two interceptions brought the number of RSF drones it had downed in the Kordofans since June to seven. 

  • Residents displaced from Bara have been reluctant to return following the army’s recapture, citing fears of renewed RSF attacks, destruction and the presence of unexploded ordnance. 

  • Sources who reached Bara following the RSF's withdrawal on 24 August told Middle East Eye that only two elderly residents were found alive in the town. The report described extensive destruction and a town largely emptied after months of fighting and displacement. 

  • At least 14 civilians were reportedly killed and dozens injured during an RSF attack on 14 August, on Umm Arda, southwest of El Obeid, according to Emergency Lawyers. The attack also triggered a new wave of civilian displacement amid deteriorating humanitarian conditions. 

  • The Al-Jazeera Human Rights Observatory reported that a civilian was allegedly executed by members of the Sudanese army while performing prayers in Jabra al-Sheikh.  

  • An Al Jazeera report from El Obeid documented continued displacement into the city amid fighting in surrounding areas and pressure on already strained humanitarian services. Attacks on infrastructure add to the challenges facing displaced residents seeking shelter and basic services, with recent reporting from Sky News as well.

    South Kordofan

  • Following a military operation launched on 17 August, the SPLM-N announced on 20 August that it had retaken Kauda and the surrounding area. These areas had been under control of the Otoro tribe following fighting that erupted over land demarcation disputes between the Otoro tribe and the SPLM-N in March. Just a day later, SPLM-N Chairman, Abdelaziz al-Hilu, called on troops to cease hostilities in Kauda and Heiban, following a directive from RSF’s Hemedti. 

  • On 22 August, Otoro community representatives accused SPLM-N of violating the ceasefire by shelling Otoro positions on 21-22 August. 

  • On 25 August the Sudan Doctors Network reported that 27 people, including four children, had been killed by SPLM-N troops in attacks in Al-Qardud and Abu Hamama. 

  • OCHA’s Sudan Humanitarian Coordinator expressed concern about attacks on civilians and humanitarians in Heiban. 

  • SAF and allied forces have reportedly broken the prolonged pressure imposed by the RSF and SPLM-N on Kadugli and Dilling. SAF forces are now reportedly attempting to secure the approaches around the two strategic cities while isolating remaining RSF positions.

    West Kordofan

  • RSF ordered the indefinite shut down of Starlink and closure of markets in Al-Nahud. Starlink shutdown had been previously reported (see Sudan News Monitor #1) but the announcement of the indefinite closure comes after the arrival of RSF military reinforcements from Darfur.

    Blue Nile

  • RSF has gained access to more precise drones and advanced jamming equipment in Blue Nile, contributing to rapid battlefield advances. The RSF and allied forces have made significant advances, capturing the strategic towns of Kurmuk and Geisan after renewed fighting. Control of the two towns gives the RSF and its allies significant access to the Sudan-Ethiopia border and threatens important supply routes.

  • SAF stated its ground-based air defences shot down a long-range RSF drone near the town of Kurmuk in Blue Nile State. The town has changed hands repeatedly during recent fighting. The army retook it in July before an RSF-allied offensive supported by drones recaptured it in August. (see Sudan News Monitor #1)

  • SPLM-N said a SAF drone struck civilians in the Beli Mingu area of Geisan locality on 23 August, killing five people and injuring three others. The escalation around Geisan and Kurmuk has triggered significant civilian displacement.

HUMANITARIAN AFFAIRS & DISPLACEMENT

  • Heavy rains and flooding displaced around 143 families in Abu Karshola and Al-Tadamun localities in South Kordofan on 21 August, destroying 143 homes and partially damaging 94 others, according to the IOM. At least 14 households were displaced in flooding in Sortony IDP site in North Darfur as well, on 20 August. 

  • An estimated 13,970 people were displaced from areas of Blue Nile State amid deteriorating security and ongoing military operations, according to the IOM's Displacement Tracking Matrix. The displacement included 12,470 people from Qaysan and surrounding villages between 11 and 18 August, and 1,500 people from villages in Al-Kurmuk locality. 

  • More than 200,000 people have been newly displaced across the Kordofan region since the end of 2025 amid intensified fighting, according to the IOM. Displacement in Sheikan locality, which includes El Obeid, increased by 25 percent over eight months, while attacks on the city’s main power transformer disrupted electricity, water pumping, healthcare and communications. 

  • A flight carrying 150 Sudanese from Uganda arrived in Khartoum on August 16th as part of a government-supported voluntary return programme, marking the 14th flight from Uganda and the second to arrive directly in the capital. More than 8,000 Sudanese are registered to return from Uganda, while over 95,000 are registered across neighbouring countries.

ECONOMY & NATURAL RESOURCES

  • On 26 August, the Sudan Founding Alliance, Tasis, announced a ban on charcoal, firewood and raw timber from territory under its control. Other measures were announced following a nearly two week-long meeting in Nyala. 

  • UAE-linked Chinese firm takes stake in Ethiopian gold mine near Sudan border, Canada’s Allied Gold sold a ~9.2% minority stake to China’s Zijin Gold International in a deal worth just under $300m, giving Zijin partial ownership of assets including the Kurmuk concession in Ethiopia’s Benishangul-Gumuz region, close to the Sudanese border. 

  • Gold traders in Kassala are on strike, and keeping the markets closed over what they describe as the government failing to regulate gold traders operating in a parallel system outside the market.

REPORTS & ANALYSIS

  • Yale's Humanitarian Research Lab reported that fighting along the Khartoum-El Obeid "Export Road" and related displacement have driven a sharp increase in arrivals at El Obeid's Unified IDP camp, where satellite imagery showed more than 800 new tents between 4 and 25 August. The report also corroborated damage in Kurmuk, Sali and Um Baru, expanded infrastructure and vehicle activity at an Ethiopian base allegedly supporting the RSF, and thermal scarring consistent with SAF strikes on an RSF convoy inside Chad. 

  • Beam Reports released an analysis on the situation unfolding in the Nuba Mountains, providing background on how land demarcation disputes in March have led to defections within the SPLM-N and tribal conflict killing and displacing thousands. 

  • YCON’s situational report on displacement, armed conflict, and human rights violations across the country in July has just been released, with both North Kordofan and Blue Nile seeing an escalation in armed conflict.

حقوق الإنسان

  • أدانت منظمات حقوقية ما ورد عن إعدام أحد المدنيين على يد عناصر من الجيش في جبرة الشيخ، بولاية شمال كردفان، ودعت إلى إجراء تحقيق في الحادث.

  • حذرت نقابة الصحفيين السودانيين من محاولات تصوير الصحفيين على أنهم أطراف في النزاع، مشيرةً إلى أن التصنيف السياسي والعسكري زاد من المخاطر التي تهدد سلامة الصحفيين وحرية التعبير.

  • توفي الناشط المدني والسياسي السوداني جعفر خضر في القضارف بعد صراع طويل مع المرض. وكان خضر معروفاً بمشاركته في الحركة المدنية السودانية، ومعارضته للحكم الاستبدادي، ودفاعه عن حقوق الأشخاص ذوي الإعاقة.

  • أفرجت الإمارات العربية المتحدة عن الناشط السياسي السوداني محمد فاروق بعد قضائه حوالي 19 شهراً في الاحتجاز. وكان فاروق قد اعتُقل في دبي في يناير 2025 واحتُجز دون توجيه تهم علنية، وفقاً لمصادر سودانية، في حين كانت منظمة العفو الدولية قد دعت إلى الإفراج الفوري وغير المشروط عنه في مايو.

  • عقدت وحدات مكافحة العنف ضد النساء والأطفال في السودان أول منتدى وطني لها في الخرطوم منذ بدء الحرب، حيث جمعت ممثلين من مختلف أنحاء البلاد لوضع خطة عمل وطنية موحدة وتوصيات لتعزيز الاستجابة للعنف القائم على النوع الاجتماعي.

عمليات السلام والوساطة

  • في 15 أغسطس، قدم البرهان ضمانات لإجراء حوار داخل السودان، متعهداً بوقف الإجراءات الجنائية ضد المشاركين، ومنح حصانة إجرائية مؤقتة في الشكاوى الخاصة، وتوفير حصانة قانونية كاملة للآراء التي تُعبر عنها خلال الحوار.

  • أعلن التحالف المناهض للحرب موقفاً مشتركاً يرفض مبادرة البرهان باعتبارها إضفاءً للشرعية على الحكم العسكري؛ واقترح التحالف اتباع ثلاث مسارات: الحماية الإنسانية والوصول إلى المساعدات الإنسانية، وهدنة إنسانية فورية تؤدي إلى وقف إطلاق نار دائم، وحوار سياسي سوداني-سوداني شفاف - باستثناء الحزب الوطني المؤتمر، والحد من أدوار القوات المسلحة السودانية وقوات الدعم السريع. ووصف رئيس الوزراء السابق وزعيم حركة «صمود» عبد الله حمدوك هذا التجمع بأنه «انطلاقة» في التغلب على الانقسامات بين المدنيين، مشدداً على أنه «لا توجد حلول عسكرية»، ومكرراً المطالب بإنشاء ممرات للمساعدات الإنسانية، وإطلاق سراح المعتقلين، ورفع القيود المفروضة على العمل المدني، ومعالجة الأزمات الصحية والتعليمية.

الأمم المتحدة

  • عقد مجلس الأمن التابع للأمم المتحدة في 24 أغسطس جلسة إحاطة حول حماية المدنيين في السودان، برئاسة وزير خارجية الدنمارك، لارس لوك راسموسن. وحثت روزماري ديكارلو، وكيلة الأمين العام للأمم المتحدة للشؤون السياسية وبناء السلام، المجلس على استخدام الأدوات المتاحة له لإعادة الأطراف إلى مفاوضات جادة. وقال توم فليتشر، وكيل الأمين العام للأمم المتحدة للشؤون الإنسانية ومنسق الإغاثة في حالات الطوارئ: «مأساة السودان لا تكمن في أننا لا نعرف ماذا نفعل، بل في أننا لم نجد بعد الإرادة للقيام بذلك». وتحدثت الدكتورة إيفا خير عن التهديدات العديدة التي يواجهها المدنيون في السودان على صعيد الحماية، قائلةً: «النساء هن بمثابة طيور الكناري في منجم الفحم: فهن أول من يشعر بعلامات القمع السياسي ويتحملن العبء الأكبر منه». ودعت إلى وضع إطار عمل مخصص للمرأة والسلام والأمن لدعم جميع جوانب الاستجابة.

  • اتفق أعضاء المجلس على أنه لا توجد حلول عسكرية لهذا النزاع، وأدانوا بشكل عام الهجمات على المدنيين وتدمير البنية التحتية المدنية، لكن شهاداتهم تباينت بشأن الحلول لأزمة الحماية. واقترحت الولايات المتحدة توسيع نطاق حظر الأسلحة. وانضمت إليها في الدعوة إلى التوسيع كل من المملكة المتحدة وفرنسا والدنمارك ولاتفيا. غير أن روسيا قالت إن فرض مزيد من القيود سيؤثر سلبًا على المدنيين. ومن جانبه، عارض الممثل الدائم للسودان لدى الأمم المتحدة، السفير الحارث إدريس، بشدة توسيع نطاق حظر الأسلحة أو نظام العقوبات، ودعا إلى دعم الحوار الوطني.

  • في الوقت الذي يناقش فيه أعضاء مجلس الأمن تجديد نظام العقوبات الأممية واحتمال توسيع نطاق حظر الأسلحة، لم يصدر بعد التقرير النهائي لفريق الخبراء، على الرغم من التوقعات بأن يتم نشره في منتصف أغسطس.

  • طلبت سلطات بورتسودان من تحالف مكون من 29 عضوًا بقيادة الصين عرقلة الجهود التي تقودها المملكة المتحدة لتجديد ولاية «بعثة تقصي الحقائق المستقلة في السودان» (FFM) خلال انعقاد مجلس حقوق الإنسان التابع للأمم المتحدة (HRC) في الفترة من 7 سبتمبر إلى 7 أكتوبر. وقد وقّعت ما يقرب من 70 منظمة على رسالة موجهة إلى مجلس حقوق الإنسان، تدعو إلى تمديد ولاية بعثة تقصي الحقائق المستقلة في السودان.

  • لعب السودان دورًا محوريًا عندما عقد مجلس الأمن الدولي مناقشة رفيعة المستوى في 25 أغسطس حول «انعدام الأمن الغذائي الناجم عن النزاعات».

الاتحاد الأفريقي

  • زار وفد مجلس السلام والأمن التابع للاتحاد الأفريقي (AU PSC) السودان للمرة الأولى منذ انقلاب عام 2021، في زيارة ميدانية استمرت يومين إلى السودان في 16 أغسطس، حيث التقى بكبار المسؤولين، بمن فيهم الجنرال البرهان ورئيس الوزراء كامل إدريس. وركزت الزيارة على الحرب، والوضع الإنساني، وجهود وقف إطلاق النار، وآفاق عملية سياسية شاملة يقودها السودانيون.

  • لا يزال السودان موقوفًا عن أنشطة الاتحاد الأفريقي منذ أكتوبر 2021، عندما أدان الاتحاد الاستيلاء العسكري على السلطة وعلق عضوية البلاد حتى استعادة سلطة انتقالية يقودها مدنيون. وظل التعليق ساريًا عقب الاجتماعات مع البرهان. لكن تقارير أفادت بأن السلطات السودانية طلبت من وفد الاتحاد الأفريقي العمل على رفع التعليق عن البلاد، حيث أكد مسؤولو الاتحاد الأفريقي، حسبما ورد، أن استعادة الحكم الدستوري والديمقراطي تظل أمرًا أساسيًا لأي تغيير في وضع السودان. وأفادت التقارير بأن السلطات تلقت تأكيدات بأن هذه المسألة يمكن النظر فيها بالتوازي مع التقدم المحرز في الحوار السياسي الذي أعلن عنه البرهان.

  • أشار محللون نقلت عنهم قناة «الجزيرة» إلى أن الاتحاد الأفريقي يتمتع بشرعية سياسية، لكنه يفتقر إلى القدرة المستقلة على التنفيذ، أو النفوذ المالي أو العسكري لإجبار القوات المسلحة السودانية وقوات الدعم السريع على وقف القتال. ولذلك، فإن فعالية البعثة الأخيرة ستعتمد على مدى قدرتها على تنسيق الضغوط مع الأطراف الإقليمية والدولية، وتحويل حالة الجمود في ساحة المعركة إلى مفاوضات فعالة.

الشؤون الدبلوماسية الإقليمية والدولية

  • تلقى البرهان أوراق الاعتماد من السفراء المعينين حديثًا لكل من نيجيريا وسيراليون وأذربيجان وإيطاليا، بينما منح وسام النيلين للسفراء المنتهية ولايتهم لكل من تركيا ومصر.

  • وقع السودان والمملكة العربية السعودية اتفاقية تنص على إنشاء مجلس أعلى للتعاون والتنسيق الاستراتيجي يشمل عشرة مجالات، منها التعاون السياسي والاقتصادي والاستثماري والتجاري. من ناحية أخرى، أجرى ياسر العطا محادثات عسكرية في أنقرة مع مسؤولين أتراك حول التعاون العسكري الثنائي.

  • أعرب رئيس جنوب السودان سلفاكير عن استعداده للتوسط في الصراع السوداني عقب محادثات مع والي دارفور ميني ميناوي، الذي دعا جوبا إلى المساهمة في الجهود الرامية إلى تحقيق السلام في السودان.

النزاع المسلح

  • صرح عبد الفتاح البرهان في 25 أغسطس بأن العمليات العسكرية ستستمر حتى هزيمة قوات الدعم السريع، بينما نفى التقارير التي تشير إلى احتمال فرض عقوبات على السودان. وجاءت هذه التصريحات في أعقاب بيانه الصادر في 21 أغسطس الذي أشار فيه إلى توقعه فرض عقوبات جديدة عليه وعلى السودان في الأيام المقبلة. كما قال البرهان إن القوات المسلحة السودانية ستواصل جهودها لاستعادة السيطرة على جميع أنحاء البلاد، ودعا الحركات المسلحة الأخرى إلى دمج قواتها في الجيش.

  • انشق أكثر من 300 مقاتل من قوات الدعم السريع، بمن فيهم قادة، وانضموا إلى القوات المسلحة السودانية في ولاية الشمالية. ووصلت المجموعة إلى منطقة الدبة مصطحبة بما يصل إلى 50 مركبة قتالية، وذلك في أعقاب ما أُفيد عنه من انشقاق 300 آخرين من أفراد قوات الدعم السريع، بمن فيهم 21 قائداً، في الأسبوع السابق، حيث أعلنت القوات المسلحة السودانية لاحقاً عن الانتهاء من المرحلة الأولى من الإجراءات اللازمة لتسوية أوضاعهم.

  • قال الخبير الأمني والعسكري جمال الشهيد إن القوات المسلحة السودانية استعادت جزءًا من زمام المبادرة في ساحة المعركة من خلال توسيع أسطولها الجوي والمكاسب الأخيرة التي حققتها في كردفان. وأشار إلى أن الجيش أحرز تقدمًا كبيرًا في عدة مناطق بكردفان، في الوقت الذي يستعد فيه لشن المزيد من العمليات باتجاه الفاشر والجنينة. كما ربط تحسن موقف الجيش بالطائرات الجديدة وزيادة العمليات الجوية.

  • اتهم الجيش السوداني إثيوبيا بتسهيل عمليات قوات الدعم السريع على طول حدود النيل الأزرق، بما في ذلك من خلال مرافق تدريب مزعومة ودعم لوجستي حول بني شنقول-غوموز وأسوسا.

  • اتهمت السلطات التشادية الجيش السوداني والقوات المتحالفة معه باستخدام الطائرات والطائرات المسيرة لضرب قافلة في شرق إنيدي، على بعد أكثر من 100 كيلومتر داخل الأراضي التشادية. وعقب ذلك، وضعت تشاد جيشها في حالة تأهب قصوى وحذرت الأطراف المتحاربة في السودان من دخول أراضيها.

  • في مكالمة هاتفية مع الرئيس التشادي، أعرب المستشار الأمريكي لشؤون أفريقيا، مسعد بولس، عن قلقه العميق من امتداد الحرب السودانية عبر الحدود وتهديدها للاستقرار الإقليمي، وكرر ضرورة وقف الدعم المالي والعسكري الخارجي للأطراف المتحاربة. وأعلن بولس أن واشنطن تدين الغارات الجوية الأخيرة التي شنتها القوات المسلحة السودانية داخل تشاد، مشدداً على أنه لا يوجد حل عسكري ولا مبرر لتوسيع نطاق العنف خارج حدود السودان.

    النيل الأبيض

  • في 23 أغسطس، اعترضت الفرقة الثامنة عشرة للمشاة التابعة للقوات المسلحة السودانية، بالتعاون مع وحدات مشتركة لمكافحة التهريب ووحدات الاحتياط التابعة للشرطة، 79 برميلًا من الوقود وأسلحة متنوعة وأنواعًا متعددة من حبوب المخدرات كانت متجهة إلى مواقع قوات الدعم السريع على طول الحدود، في ما وصفه محافظ ولاية النيل الأبيض بأنه عملية «تخريبية» تم تنفيذها بمساعدة عناصر متعاونة.

    شمال دارفور

  • وقد برزت منطقة «المثلث» التي تربط بين السودان وتشاد وليبيا كجبهة مهمة أخرى في الجهود الرامية إلى قطع طرق إمداد «قوات الدعم السريع». وقد كثفت القوات المسلحة السودانية عملياتها على طول الطرق الصحراوية التي تربط شرق ليبيا بشمال دارفور، في حين نفذت «القوات المشتركة» كمائن برية حول مواقع من بينها بئر مرقي.

    غرب دارفور

  • اشتد القتال على طول ممر بير صليبة في غرب دارفور، بالقرب من الحدود التشادية، في الوقت الذي تسعى فيه القوات الموالية للقوات المسلحة السودانية إلى قطع خطوط إمداد قوات الدعم السريع.

    جنوب دارفور

  • استهدفت غارة بطائرة مسيرة، يُزعم أن القوات المسلحة السودانية نفذتها، مطار نيالا عقب هبوط طائرة شحن كبيرة في 24 أغسطس.

  • الوضع الإنساني مزرٍ بالنسبة للنازحين في نيالا، وفقًا لموظفي غرف الطوارئ والمراكز الصحية.

    شمال كردفان

  • أعلنت القوات المسلحة السودانية أنها أسقطت طائرتين مسيرتين تابعتين لقوات الدعم السريع في بارا وجريخ، بما في ذلك طائرة مسيرة بعيدة المدى من طراز FH-95. وأوضحت القوات المسلحة السودانية أن هاتين العمليتين رفعتا عدد الطائرات المسيرة التابعة لقوات الدعم السريع التي أسقطتها في كردفان منذ يونيو إلى سبع طائرات.

  • أبدى السكان النازحون من بارا ترددًا في العودة بعد استعادة الجيش للسيطرة على البلدة، مشيرين إلى مخاوفهم من تجدد هجمات قوات الدعم السريع، والتدمير، ووجود ذخائر غير منفجرة.

  • أفادت مصادر وصلت إلى بارا عقب انسحاب قوات الدعم السريع في 24 أغسطس لـ«ميدل إيست آي» أنه لم يُعثر في البلدة سوى على اثنين من كبار السن على قيد الحياة. ووصف التقرير الدمار الشامل والبلدة التي أصبحت خالية إلى حد كبير بعد أشهر من القتال والنزوح.

  • حسبما أفاد «محامو الطوارئ»، قُتل ما لا يقل عن 14 مدنياً وأصيب العشرات بجروح خلال هجوم شنته قوات الدعم السريع في 14 أغسطس على أم عردة، جنوب غرب الأبيض. وأدى الهجوم أيضاً إلى موجة جديدة من نزوح المدنيين وسط تدهور الأوضاع الإنسانية.

  • أفاد «مرصد الجزيرة لحقوق الإنسان» بأن مدنياً قد أُعدم، حسب الزعم، على يد أفراد من الجيش السوداني أثناء أدائه الصلاة في جبرة الشيخ.

  • وثّق تقرير لموقع «الجزيرة» من مدينة الأبيض استمرار النزوح إلى المدينة وسط القتال الدائر في المناطق المحيطة والضغط على الخدمات الإنسانية التي تعاني أساساً من ضغوط شديدة. وتزيد الهجمات على البنية التحتية من التحديات التي يواجهها السكان النازحون الباحثون عن مأوى وخدمات أساسية، وهو ما أشارت إليه تقارير حديثة من شبكة «سكاي نيوز» أيضاً.

    جنوب كردفان

  • في أعقاب عملية عسكرية انطلقت في 17 أغسطس، أعلنت الحركة الشعبية لتحرير السودان - الشمال في 20 أغسطس أنها استعادت السيطرة على كاودا والمنطقة المحيطة بها. وكانت هذه المناطق تحت سيطرة قبيلة أوتورو في أعقاب الاشتباكات التي اندلعت في مارس بسبب نزاعات حول ترسيم الحدود بين قبيلة أوتورو والحركة . وبعد يوم واحد فقط، دعا رئيس الحركة الشعبية لتحرير السودان - الشمال، عبد العزيز الحلو، القوات إلى وقف الأعمال العدائية في كاودا وهيبان، بناءً على توجيهات من حميدتي.

  • في 22 أغسطس، اتهم ممثلو المجتمع الأوتورو الحركة الشعبية لتحرير السودان - الشمال بانتهاك وقف إطلاق النار بقصفها مواقع الأوتورو في 21 و22 أغسطس.

  • في 25 أغسطس، أفادت «شبكة أطباء السودان» أن 27 شخصاً، بينهم أربعة أطفال، قُتلوا على يد قوات الحركة الشعبية لتحرير السودان - الشمال في هجمات شُنّت في القردود وأبو حمامة.

  • أعرب منسق الشؤون الإنسانية في السودان التابع لمكتب تنسيق الشؤون الإنسانية (OCHA) عن قلقه إزاء الهجمات على المدنيين والعاملين في المجال الإنساني في هيبان.

  • أفادت التقارير بأن القوات المسلحة السودانية والقوات المتحالفة معها قد كسرت الحصار المطول الذي فرضته قوات الدعم السريع والحركة الشعبية لتحرير السودان-شمال على كادوقلي والدلنج. وتشير التقارير إلى أن قوات القوات المسلحة السودانية تحاول حالياً تأمين المداخل المحيطة بالمدينتين الاستراتيجيتين مع عزل المواقع المتبقية لقوات الدعم السريع.

    غرب كردفان

  • أمرت قوات الدعم السريع بإيقاف خدمة «ستارلينك» إلى أجل غير مسمى وإغلاق الأسواق في النهود. وكان قد تم الإبلاغ سابقًا عن إيقاف خدمة «ستارلينك» (انظر مرصد أخبار السودان العدد 1)، لكن الإعلان عن الإغلاق إلى أجل غير مسمى يأتي عقب وصول تعزيزات عسكرية لقوات الدعم السريع من دارفور.

    النيل الأزرق

  • حصلت قوات الدعم السريع على طائرات مسيرة أكثر دقة ومعدات تشويش متطورة في ولاية النيل الأزرق، مما ساهم في تحقيق تقدم سريع على ساحة المعركة. وحققت قوات الدعم السريع والقوات المتحالفة معها تقدمًا كبيرًا، حيث استولت على بلدتي الكرمك وقيسان الاستراتيجيتين عقب تجدد القتال. ويتيح السيطرة على هاتين البلدتين لقوات الدعم السريع وحلفائها وصولاً كبيرًا إلى الحدود السودانية-الإثيوبية، كما يهدد طرق إمداد مهمة.

  • أعلنت القوات المسلحة السودانية أن دفاعاتها الجوية الأرضية أسقطت طائرة مسيرة بعيدة المدى تابعة لقوات الدعم السريع بالقرب من الكرموك في ولاية النيل الأزرق. وقد تبادلت الأطراف السيطرة على هذه البلدة مراراً وتكراراً خلال الاشتباكات الأخيرة. فقد استعادها الجيش في يوليو قبل أن تستعيدها قوات الدعم السريع (RSF) وحلفاؤها، بدعم من الطائرات المسيرة، في أغسطس. (انظر مرصد أخبار السودان - العدد 1) 

  • قالت «الحركة الشعبية لتحرير السودان - الشمال» إن طائرة بدون طيار تابعة للقوات المسلحة السودانية قصفت مدنيين في منطقة بيلي مينغو التابعة لمنطقة قيسان في 23 أغسطس، مما أسفر عن مقتل خمسة أشخاص وإصابة ثلاثة آخرين. وقد تسبب التصعيد حول قيسان والكرموك في نزوح أعداد كبيرة من المدنيين.

الشؤون الإنسانية والنزوح

  • تسببت الأمطار الغزيرة والفيضانات في نزوح حوالي 143 أسرة في منطقتي أبو كرشولا والتضامن في جنوب كردفان يوم 21 أغسطس، مما أدى إلى تدمير 143 منزلاً وإلحاق أضرار جزئية بـ 94 منزلاً آخر، وفقاً للمنظمة الدولية للهجرة. كما نزحت 14 أسرة على الأقل جراء الفيضانات التي ضربت مخيم سورتني للنازحين داخلياً في شمال دارفور يوم 20 أغسطس.

  • تشير «مصفوفة تتبع النزوح» التابعة للمنظمة الدولية للهجرة إلى أن ما يقدر بنحو 13,970 شخصاً نزحوا من مناطق في ولاية النيل الأزرق وسط تدهور الأوضاع الأمنية واستمرار العمليات العسكرية. وشمل هذا النزوح 12,470 شخصاً من قيسان والقرى المحيطة بها في الفترة ما بين 11 و18 أغسطس، و1,500 شخص من قرى في منطقة الكرموك.

  • وفقاً للمنظمة الدولية للهجرة، نزح أكثر من 200,000 شخص حديثاً في جميع أنحاء منطقة كردفان منذ نهاية عام 2025 وسط اشتداد القتال. وزاد النزوح في منطقة شيكان، التي تضم مدينة الأبيض، بنسبة 25 في المائة على مدى ثمانية أشهر، في حين تسببت الهجمات على محول الكهرباء الرئيسي في المدينة في انقطاع التيار الكهربائي وضخ المياه والخدمات الصحية والاتصالات.

  • وصلت رحلة جوية تقل 150 سودانياً من أوغندا إلى الخرطوم في 16 أغسطس في إطار برنامج العودة الطوعية الذي تدعمه الحكومة، وهي الرحلة الرابعة عشرة القادمة من أوغندا والثانية التي تصل مباشرة إلى العاصمة. وقد سُجل أكثر من 8,000 سوداني للعودة من أوغندا، في حين سُجل أكثر من 95,000 في البلدان المجاورة.

الاقتصاد والبنية التحتية والموارد الطبيعية

  • في 26 أغسطس، أعلنت ”تأسيس“ حظر تصدير الفحم والحطب والأخشاب الخام من الأراضي الخاضعة لسيطرتها. كما أُعلن عن تدابير أخرى عقب اجتماع استمر قرابة أسبوعين في نيالا.

  • شركة صينية مرتبطة بالإمارات تستحوذ على حصة في منجم ذهب إثيوبي قرب الحدود السودانية: باعت شركة «ألايد جولد» الكندية حصة أقلية تبلغ حوالي 9.2% إلى شركة «زيجين جولد إنترناشونال» الصينية في صفقة تقل قيمتها قليلاً عن 300 مليون دولار، مما يمنح «زيجين» ملكية جزئية لأصول تشمل امتياز الكرمك في منطقة بني شنقول-جوموز الإثيوبية، بالقرب من الحدود السودانية.

  • إضراب تجار الذهب في كسلا، وإغلاقهم للأسواق احتجاجًا على ما يصفونه بفشل الحكومة في تنظيم عمل تجار الذهب الذين ينشطون في نظام موازٍ خارج السوق.

التقارير والتحليلات

  • أفاد تقرير مختبر الأبحاث الإنسانية بجامعة ييل أن القتال على طول «طريق التصدير» بين الخرطوم والأبيض وما ترتب عليه من نزوح أدى إلى زيادة حادة في أعداد الوافدين إلى مخيم للنازحين داخليًّا في الأبيض، حيث أظهرت صور الأقمار الصناعية وجود أكثر من 800 خيمة جديدة في الفترة ما بين 4 و25 أغسطس. كما أكد التقرير وقوع أضرار في الكرموك وسالي وأم بارو، وتوسع البنية التحتية ونشاط المركبات في قاعدة إثيوبية يُزعم أنها تدعم قوات الدعم السريع، ووجود آثار حرارية تتوافق مع غارات القوات المسلحة السودانية على قافلة تابعة لقوات الدعم السريع داخل تشاد. 

  • أصدرت «بيم ريبورتس» تحليلاً حول الأوضاع الجارية في جبال النوبة، قدمت فيه معلومات أساسية حول كيفية تسبب النزاعات حول ترسيم الحدود في شهر مارس في حدوث انشقاقات داخل الحركة الشعبية لتحرير السودان - الشمال، ونشوب صراع قبلي أدى إلى مقتل وتشريد الآلاف.

  • صدر للتو تقرير شبكة مراقبي الشباب  YCON عن الوضع المتعلق بالنزوح والنزاع المسلح وانتهاكات حقوق الإنسان في جميع أنحاء البلاد خلال شهر يوليو، حيث شهد كل من شمال كردفان والنيل الأزرق تصعيداً في النزاع المسلح.
