Two of the individuals sanctioned, the M23 intelligence chief and an FDLR commander, were <a href="https://home.treasury.gov/news/press-releases/sb0518" rel="nofollow" style="color:#51945e !important;"><span style="font-size:inherit;font-weight:inherit;line-height:inherit;margin:0;text-decoration:underline;">sanctioned last month by the United States</span></a>.
