NEWS ROUNDUP

• U.S. officials met with Myanmar regime officials for the second time in recent weeks, a sign of the White House’s shifting approach after decades following a policy of non-engagement.
  

• Coup leader Min Aung Hlaing continued his regional diplomatic tour, meeting with Malaysia Prime Minister Anwar Ibrahim. Malaysia proceeded with its plans to repatriate Myanmar asylum seekers.

HUMAN RIGHTS & SECURITY

• On 6 October, the junta announced it had filed charges and sought Interpol red notices against exiled media and key opposition figures, including The Irrawaddy, Mizzima, DVB, Myanmar Now, Khit Thit, and members of the National Unity Government and People’s Defence Forces.

ARMED CONFLICT

• Chin State: After several weeks of deployment, junta forces withdrew from Mansiang Bridge, which connects Tedim to the Indian border; however, they continued to maintain a blockade along the road.  Airstrikes by the Myanmar military destroyed a church in Mindat on 9 October.

• Mon State: Junta drone strikes killed three civilians and injured five in Kyaikto Township on 12 October. On 13 October, airstrikes in KNU-controlled Bilin Township killed five civilians and injured eight. On 14 October, despite no active fighting, the junta resumed aerial bombardments for the first time since June, dropping 500-pound bombs in Ye Township.

• Kachin State: On 7 October, the Kachin Independence Army (KIA) carried out drone strikes across the jade-mining hub of Hpakant. They targeted a government administrative complex, an electricity distribution facility, and an in-session meeting at a government office, killing two including a mining executive. The junta and KIA fought along the Momeik-Twinnge road connecting Shan and Kachin states. Junta troops set fire to a Kachin Baptist Convention church and residential buildings.

• Kayin/Karen State: Clashes between Karen National Liberation Army (KNLA) and junta forces escalated along Hpalu-Wawlay Road near the Thai border. From 6-8 October, junta aircrafts dropped at least 50 bombs on Dooplaya and surrounding Kawkareik areas.

• Kayah/Karenni State: In Demoso Township, the junta carried out airstrikes using kamikaze drones and unmanned aerial vehicles on 4 and 5 October, and killed a Karen National Army (KNA)  battalion commander on 3 October.

• Rakhine State: Junta airstrikes in Rathedaung Township escalated on 3 October when a Y-12 aircraft dropped at least 20 bombs, killing two teenagers and destroying residential homes. On 4 and 5 October, the junta air strikes hit  two AA-controlled internally displaced persons (IDP) camps in Ponnagyun Township, killing at least 8 civilians, injuring 13 others and forcing IDPs to relocate.  On 7 October, the AA shelled two junta navy vessels off coastal Pauktaw Township. A junta bombing campaign targeted the Hminechaung mountain range, a critical farming area. The AA advanced towards Sittwe.

• Shan State: On 8 October, junta forces launched airstrikes in western Moebye, injuring 10 and killing two IDPs.

• Ayeyarwaddy Division:  Regime troops suffered heavy casualties and abandoned fallen soldiers after clashes with the AA escalated around Thabaung and Lemythna Townships. A military source confirmed that the AA recovered 20 Myanmar military soldiers, weapons, and ammunition during clashes near the Rakhine border on 17 October.

• Bago Division: On 16 October, the regime conducted airstrikes on Paungde and Nattalin Townships despite no active fighting in the area, killing two children and an elderly resident.

• Magway Division: Remains of 12 displaced men who were abducted and killed by the regime were recovered on 4 October in Myaing Township. Junta forces conducted paramotor attacks on villages in Mindon Township as part of the territorial conflict with AA and killed three civilians, including a 12-year-old boy. On 18 October, the NUG reported that at least 12 civilians were killed and two injured after junta airstrikes in Yesagyo Township.

• Mandalay Division: According to parents, high school students who just turned 18 were forced to participate in the conscription lottery in September despite a provision in the Conscription Law allowing enrolled students to defer.

• Sagaing Division: In early October, a PDF leader and two other resistance fighters were killed in two separate incidents. A junta convoy of more than 300 vehicles arrived in Tigyaing Township, marking a major northward push from Mandalay. Depayin Township, a resistance-controlled area, was attacked by a paramotor launched from junta headquarters in Monywa, killing a woman and her three daughters. On 13 October, the regime conducted airstrikes on villages in Shwebo and Wetlet townships, destroying the historic Mahasi Monastery, killing six civilians, and injuring over 20.

• Tanintharyi Division: On 1 October, two regime-operated Chinese-made light attack aircraft dropped five bombs near the villages of Sinkyun, Kyaukpyin, Laba, and Pitaing in Thayetchaung Township during heavy floods that left over 30 dead, hampering relief efforts.

• Yangon: The Rangoon Scout Network confirmed that more than 30 young people were abducted for conscription within one week.

HUMANITARIAN, ECONOMIC & SOCIAL CONDITIONS

• Hundreds of IDPs working at the Indian Market in Kyauktaw became unemployed and faced food shortages after junta airstrikes destroyed the market. Food and consumer goods prices soared in Kyauktaw due to severe supply chain disruptions.

• Blood shortages worsened in areas controlled by the AA, with blood brokers exploiting emergencies for money. telecommunication blackouts have made it difficult to contact blood donors. Economic hardships are driving youth volunteers and blood donors abroad. 

• New rules for using the Certificate of Identity (CI) process were enforced to extract a 25 percent charge on remittances sent from migrant workers in Thailand and a 2 percent income tax.

INTERNATIONAL AND REGIONAL AND
DIPLOMACY

• The U.S. opened direct talks with the junta, starting with discussions about scam centers. The move marks the reversal of years of isolation. Assistant Secretary of State for Intelligence and Research Michael Vance led the outreach.
  

• On 14 October, a bipartisan group of congressional lawmakers including Burma Caucus Co-Chairs Bill Huizenga and Betty McCollum sent a letter to U.S. Ambassador to the UN Mike Waltz asking him to continue supporting Permanent Representative to the UN, Kyaw Moe Tun, and oppose credentialing a junta-appointed official. 
  

• After a meeting with Min Aung Hlaing on 8 October, Malaysia Prime Minister Anwar Ibrahim formally expressed strong support for bringing Myanmar back into ASEAN. Despite the bloc’s stated requirement for Myanmar to end political violence and begin political dialogue, Malaysia and other members are increasingly open to bilateral engagement.

ROHINGYA CRISIS

• New data from the Cox’s Bazar Civil Surgeon’s Office shows that dengue infection worsened among Rohingya refugees in October, with 32 cases reported over a recent 24-hour period. In addition, 2,882 cases and 10 deaths were recorded between 1 January and 5 October.

• Bangladesh announced plans to open two new army camps near the Rohingya refugee camps to help fight rampant crime.

DOMESTIC POLITICS AND DIALOGUE

• The Union Parliament approved the military regime proposal to extend the state of emergency across 55 conflict-affected townships for another 90 days on 16 October.

• On 8 October, the Steering Council for the Emergence of a Federal Democratic Union (SCEF) and United League of Arakan (ULA), the political wing of the AA, met to discuss emergency relief, public health needs, and administrative coordination in Rakhine State.

• On 9 October, the National Solidarity and Peacemaking Negotiation Committee and the Shanni (Tai Leng, Tai Laing) Nationalities Unity Council held peace negotiations in Nay Pyi Taw.

• On 10 October, five new Deputy Ministers were appointed by coup leader Min Aung Hlaing and other ministers reassigned. 

• Min Aung Hlaing signed the seventh amendments to the Amyotha and Region/State Hluttaw election laws on 10 October, which tie seats to party standing and allow the UEC to cancel the votes and redistribute proportional-representation seats without an election.

BUSINESS AND TRADE

• On 5 October in Moscow, Russia and Myanmar agreed to expand bilateral trade; Russian mineral fertilizer shipments to Myanmar have risen thirtyfold this year.

• On 14 October, Myanmar’s parliament approved Min Aung Hlaing’s proposal to secure loans from Belarus state-controlled banks. The amount was not disclosed.

ENVIRONMENT AND NATURAL RESOURCES

• At least 41 people were killed, and dozens still missing, after severe floods and landslides struck more than 120 villages across four townships in Dawei District, Tanintharyi Region.  Rescue teams called for a ceasefire in flood-hit areas after the military conducted airstrikes on 1 October in Thayetchaung Township, leaving more than 22,000 residents from 3,000 households in urgent need of food and drinking water.

• Myanmar's energy ministry announced that scheduled rotational power outages would begin on 5 October, blaming El Niño-driven heat for soaring electricity consumption. The ministry anticipates more depletion of reservoir water levels at hydropower plants during the coming dry season, which usually runs from October to May.

REPORTING AND ANALYSIS

• An investigation by Justice for Myanmar found that three Malaysian companies with state links have supplied or sought to supply aircraft parts and services to the Myanmar military as it intensifies its aerial bombing campaign.

• According to a UN Development Programme report published on 8 October, more than two-thirds of the population are either poor or vulnerable to poverty. In conflict-affected states like Rakhine and Kayah, more than 48 percent face multidimensional poverty. 

• A recent report by the Center for Information Resilience and Myanmar Witness on 7 October discussed the impacts of landmines and other types of explosive remnants of war (ERW), tracking 170 landmine and ERW incidents across 12 regions between April 2025 and March 2026, with 230 reported casualties. Many incidents occurred in everyday spaces used by civilians.

• Institute for Strategy and Policy Myanmar analysis shows that escalation between AA and junta forces could result in three different scenarios: 1) the conflict takes the form of total war, 2) AA territorial expansion slows, and/or 3) more socio-economic setbacks fall on displaced civilians.
