SUDAN NEWS ROUND-UP

• The UN Security Council unanimously extended the Darfur arms embargo and Sudan sanctions regime for two months, until 11 December, after members failed to agree on the U.S. proposal to expand the embargo nationwide. The Council also extended the Panel of Experts’ mandate until 11 January 2027.  

• Fighting continued to reshape frontlines across Kordofan and Blue Nile. SAF’s capture of Mazroub opened a route toward northern West Kordofan, while RSF drone attacks hit civilian areas in El Obeid, Dilling and Damazin.

• The conflict’s regional and humanitarian consequences sharpened this week: Ethiopia and Sudan exchanged accusations over support for armed groups as Ethiopia’s Tigray conflict escalated; meanwhile, an attack on two WFP trucks in South Kordofan killed a driver and damaged food supplies.

UNITED NATIONS

• On 8 October, the UN Security Council voted unanimously to extend the Sudan arms embargo for two months. A political impasse between members of the Security Council on a U.S. proposal to expand the arms embargo has prevented members from reaching a longer term agreement on the mandate of the 1591 Sudan sanctions regime. The current mandate will need to be renewed by 11 December. The resolution adopted on 8 October also extended the mandate of the Panel of Experts on Sudan until 11 January. 

• The UN Human Rights Council voted to extend the mandate of the Independent International Fact-Finding Mission on Sudan for an additional year, by a vote of 28 to 10, with 9 abstentions. 

• Following a ministerial meeting at the UN General Assembly, the African Union, European Union, France, Germany, UK and U.S. issued a joint statement, calling for efforts to escalate the conflict and support for a Sudanese-led and Sudanese-owned political dialogue.

PEACE PROCESS & MEDIATION

• Nabil Adib, a member of the committee facilitating Sudanese-Sudanese Dialogue, announced on 29 September that the committee had officially begun extending invitations to political coalitions, parties, groups, and community sectors in preparation for launching the dialogue. The dialogue continues to face skepticism from many civilian political parties and rejection from Hemedti. 

REGIONAL AND INTERNATIONAL DIPLOMACY

• On 4 October, Egypt, Sudan, Eritrea and Somalia held a quadrilateral summit in New Alamein, Egypt, agreeing to strengthen political, economic and security coordination amid growing tensions across the Horn of Africa and Red Sea. A joint declaration issued by the countries included a rejection of any parallel government in Sudan and support for a Sudanese-led political process.  

• On the sidelines of the summit, U.S. Senior Advisor Massad Boulos met informally with Egyptian President Sisi alongside Burhan in New Alamein, less than two weeks after the U.S. prevented Burhan from attending the UN General Assembly by withholding his visa. 

• On a call on 29 September, Saudi Crown Prince Mohammed bin Salman shared Saudi Arabia’s support for Sudan's sovereignty and territorial integrity with SAF’s General Burhan. 

ARMED CONFLICT

• Fighting intensified across multiple states. With SAF gaining more control of the Kordofan region, RSF is looking to open new fronts. PAEMA’s Director warned that civilians are bearing the brunt as fighting intensifies in Kordofan and Blue Nile.

• SAF captured Mazroub, RSF’s last major defensive position in western North Kordofan, on 2 October after a week-long siege and fierce fighting. SAF is now positioned to press northward into West Kordofan, threatening RSF-held towns such as Um Badir and potentially forcing further withdrawals from northern West Kordofan. 

• The series of RSF defections continues with Mohammed Azraq al-Fanjari, commander of the RSF’s Special Tasks Group, who announced on 8 October that he had defected with 300 officers and soldiers and 30 combat vehicles.

• West Darfur
  SAF and allied forces announced on 5 October that they had taken control of the strategic Bir Saliba area.

  North Kordofan 

• Drone strikes in  El Obeid on 1 October targeted residential areas and civilian infrastructure. A drone attack on a university dormitory killed 5 and injured 47 people.  Another attack on an IDP camp in El Obeid killed one child and injured 11 other children. 

• Local activists and rights monitors reported on 4 October that at least 25 people were killed in an ethnically motivated mass execution in Um Badir, a town that has seen repeated clashes between SAF and RSF-aligned forces. 

• Tasis accused SAF and allied militias of targeting and killing more than 23 civilians following their takeover of the town of Sudri on 2 October. 

• Four family members were killed in the Mazroub area on 6 October when the RSF attempted to loot their home.

  West Kordofan

• SAF claimed it shot down a CH-95 drone in the town of Al-Khuway on 5 October.
  
  South Kordofan

• A delegation of military and tribal leaders organized by the RSF was sent to Kauda on 6 October to mediate the conflict between SPLM-N and the Otoro community. 

• According to Sudan Doctors Network, RSF drone attacks on several residential areas of Dilling resulted in the deaths of 4 people, including a woman and a child. 

• The chief of the Otoro ethnic group stated that the ongoing conflict has killed more than 500 members of the Otoro community and displaced over 25,000 people.
  

  Blue Nile

• Clashes were reported around Minza and Jabal Al-Nimr on 2 and 3 October. The escalation came as RSF drone attacks increasingly targeted Damazin, the state capital, extending the conflict into areas previously less affected by direct fighting.  

• Four civilian women were killed and dozens injured when RSF drones struck residential neighborhoods and civilian sites in Damazin on 7 October. The attack followed an earlier drone strike on 3 October that targeted several areas of the city, including the home of Blue Nile Governor Ahmed Al-Omda Badi, who survived the attack.

HUMANITARIAN AFFAIRS & DISPLACEMENT

• Qatar Charity launched a humanitarian aid convoy of 50 trucks carrying medicines to Sudan, as humanitarian needs continue to deepen across the country. 

• The International Organization for Migration stated that around 2,800 people were displaced in a single day from ten villages in Sudan.

• An airstrike on the evening of 5 October hit two clearly marked World Food Programme (WFP) trucks in South Kordofan, killing a driver and damaging food supplies. WFP stressed that the trucks were clearly marked and that the attack came just one day after another WFP truck struck an explosive device after delivering food aid in Dilling, underscoring the increasingly challenging security environment. UN Resident and Humanitarian Coordinator in Sudan, Denise Brown, said such an attack on critical humanitarian assistance is outrageous.

• Sudan’s Emergency Response Rooms were once passed over for the Nobel Peace Prize for the third year in a row, with South African lawyer and former judge Navi Pillay taking this year’s prize.

DOMESTIC NEWS

• Former president Omar al-Bashir was transferred from a hospital in Merowe to Alia Military Specialized Hospital in Omdurman after his health deteriorated. His family and legal team have requested permission for him to travel abroad for medical treatment. 

• Prime Minister Kamil Idris has begun consultations ahead of a potential government reshuffle, just over a year after his government was formed. Armed movements that signed the 2020 Juba Peace Agreement have insisted that any administrative changes must not alter the existing power-sharing arrangements. 

• Nederlandse Omroep Stichting, the largest Dutch media broadcaster, found that Algoney Dagalo, brother of RSF leader Hemedti, attended a peace conference in The Hague in late 2024 under a false name. 

ECONOMY & NATURAL RESOURCES

• Sudan’s war has contributed to the emergence of two distinct dollar markets, reflecting the fragmentation of economic activity and foreign-exchange flows across the country. The resulting divergence between exchange rates has implications for prices, trade, and the purchasing power of Sudanese households. 

• Fuel shortages have intensified in several parts of Sudan, with constrained supplies contributing to sharp price increases and placing an additional burden on households and businesses. The shortages are also affecting transportation and the cost of goods, adding to wider inflationary pressures. 

• Nearly two years after Sudan cancelled a deal estimated to be worth $6B with the UAE for the development of a port north of Port Sudan, discussions are underway to revive the development of a port in Abu Amama. Sudan’s Sea Ports Corporation (SPC), said they were in an advanced stage of cooperation with a Chinese company specializing in port construction and operations. The Red Sea State's mineral deposits, in close proximity to a northern port, make the development appealing. In July, SPC signed a memorandum of understanding with China Harbour Engineering Company (CHEC) to develop its port infrastructure. 

• Medicine prices in Sudan have reportedly increased by between 35% and 45%, pushing many patients to abandon treatment or cut other basic needs to afford medication. Cancer medicines have reportedly become particularly difficult to obtain and increasingly unaffordable, while warnings have also been raised over the circulation of expired medicines. 

• Sudanese authorities’ decision to ban imports of fava beans has drawn criticism over its potential impact on consumers, particularly poorer households. Fava beans are a staple food and an important low-cost source of protein for households across Sudan. The measure has raised concerns about affordability and access to basic dietary needs as households are already facing severe economic hardship.

• Sudan and Belarus signed the second phase of a bilateral export financing pact on 2 October, with an initial $100M in export credits sent to Sudan. The deal is intended to fund major agricultural and infrastructure projects in Sudan. 

• On September 30, Sudan was readmitted to the Horn of Africa Initiative (HoAI), ending its years-long absence from the regional trade and development bloc. Sudan's return to the regional bloc comes as its economy struggles to recover from years of conflict and isolation. The HoAI, with six other members (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, and South Sudan) focuses on four pillars: cross-border transport, digital systems, energy connectivity, and trade facilitation.

• A new report by Accord details the successful work of Peace and Reconciliation Committees in Darfur and how they could be modeled across the continent. 

• Crisis Group’s Allan Boswell argued that Saudi Arabia has become SAF’s most important ally.

عمليات السلام والوساطة

• أعلن نبيل أديب، أحد أعضاء اللجنة المكلفة بتيسير الحوار السوداني-السوداني، في 29 سبتمبر أن اللجنة بدأت رسميًا في توجيه الدعوات إلى التحالفات السياسية والأحزاب والجماعات وقطاعات المجتمع المحلي استعدادًا لبدء الحوار. ولا يزال الحوار يواجه تشككًا من جانب العديد من الأحزاب السياسية المدنية ورفضًا من جانب حمدتي.

الشؤون الدبلوماسية الإقليمية والدولية

• خلال مكالمة هاتفية جرت في 29 سبتمبر، أعرب ولي العهد السعودي الأمير محمد بن سلمان للبرهان، قائد القوات المسلحة السودانية، عن دعم المملكة العربية السعودية لسيادة السودان وسلامة أراضيه.

إثيوبيا

• تصاعدت التوترات بين دول القرن الأفريقي في أعقاب تجدد الصراع في إثيوبيا، مما أدى إلى تفاقم الصراع المعقد أصلاً في السودان وزيادة خطر اندلاع حرب إقليمية واسعة النطاق.

• في 27 سبتمبر، اتهم رئيس أركان الجيش الإثيوبي، بيرهانو جولا، السودان وإريتريا ومصر بدعم «جبهة تحرير شعب تيغراي» (TPLF). ونفت القوات المسلحة السودانية هذا الدعم، ووصفته بأنه «لا أساس له»، وأعادت تأكيد اتهاماتها بأن إثيوبيا سمحت لقوات الدعم السريع باستخدام الأراضي الإثيوبية، بما في ذلك مطار بحر دار، لعمليات الطائرات المسيرة والتدريب والدعم اللوجستي التي تستهدف مواقع الجيش السوداني، لا سيما في النيل الأزرق والخرطوم.

غرب دارفور

• أعلنت القوات المسلحة السودانية والقوات المتحالفة معها في 5 أكتوبر أنها سيطرت على منطقة بئر صليبة الاستراتيجية.
