SUDAN NEWS ROUND-UP

• General Burhan was barred from speaking at UN during the 81st session of the General Assembly.

• SAF gained control of more areas of North Kordofan, including the northwestern town of  Sodari.

• As drone warfare escalates, so does the demand for more sophisticated air defense systems by parties to the conflict.

UNITED NATIONS

• After General Burhan was denied a visa from the U.S. to attend the UN General Assembly (UNGA), SAF’s foreign minister, Mohieldin Salim Ahmed Ibrahim spoke during the plenary on 28 September. Sources have said the U.S. didn’t approve the visa needed for Burhan to speak at the UN because of his resistance to negotiate on the U.S. backed ceasefire proposal. In a defiant public address on 26 September, Burhan said “We do not want a visa to any country or permission from anyone.”

• Sudan received considerable attention at this year’s UNGA but not all states included it in their speeches. Chad’s representative noted the air strikes in eastern Chad, connected with the Sudan war, saying that his country will take "all necessary measures" under international law to protect its population.

• UN Chief Guterres called for countries fueling Sudan’s war to be held accountable. Both U.S. Senior Advisor Boulous and Secretary of State Rubio said external actors need to use their influence to end the backing of the warring parties. 

• The U.S. and African Union held a meeting of the Quintet, Quad and other stakeholders on the sidelines of the UN General Assembly (UNGA) to discuss efforts across humanitarian, peace, and political tracks. 

• A number of side events were held, including one on 17 September, “Sudan’s Escalating Crisis: Civilian Protection and Atrocity Prevention", convened by Darfur Women Action Group and Denmark's Mission to the UN.

• A Somoud delegation, including Abdallah Hamdok, met with officials in New York before traveling to Washington D.C. this week to meet with U.S. officials and other stakeholders. They called for a nationwide humanitarian truce, protection of civilians, and an expansion of the arms embargo.

HUMAN RIGHTS

• Hundreds of Sudanese women and girls have been jailed or handed death sentences on accusations of collaborating with the RSF, often after remaining in former RSF-held areas due to economic and security constraints. 

• Approximately 1,900 Sudanese migrants and refugees, including women and children, are being held in detention centres across Libya amid allegations of torture, extortion and other abuses, as many attempt irregular crossings toward Europe while fleeing Sudan’s war and deteriorating conditions in neighbouring host countries. 

• More than 11,000 people have been registered as missing in Sudan, according to the ICRC, who also said access to detention facilities, disrupted communications and the ongoing conflict remain major challenges. 

• Emergency Lawyers said four men were held for 17 days in Sudri, North Kordofan and subjected to torture before they escaped. 

REGIONAL AND INTERNATIONAL DIPLOMACY

• In a communique on 15 September, IGAD's Council of Ministers welcomed Sudan’s full return to IGAD, called for an immediate and unconditional cessation of hostilities and support for a Sudanese-led and Sudanese-owned inclusive dialogue and political process, and for the diplomatic efforts of the Quintet. 

• Saudi Arabia’s interests in Sudan continue to deepen. In addition to diplomatic and military support, there is a growing recognition of Sudan’s importance as a regional ally against Houthi threats. SAF authorities condemned Houthi drone targeting of Mecca and stated their full solidarity with Saudi Arabia. On 16 September, Saudi Arabia pledged $20 million to support Sudan’s ministries of finance, agriculture, health, education, higher education, and information.  

• As conflict has once again erupted in Ethiopia, the U.S. announced the lifting of the national emergency on Ethiopia on 18 September, allowing for the sale of defense equipment and services to the Ethiopian military and police at a time when it has been broadly documented that Ethiopia's military is supporting weapons supply to the RSF.

• Hatem Essaiem, Chair of the ACHPR Joint Fact-Finding Mission on Human Rights Situation in the Sudan discussed joint cooperation with members of the UN Independent International Fact-Finding Mission for Sudan on the sidelines of the 63rd session of the UN Human Rights Council in Geneva.

ARMED CONFLICT

• A new analysis by Ayin finds that drone warfare is escalating in Sudan, with parties to the conflict all benefiting from the supply of both drones and air defence capabilities that both demand increasingly sophisticated technology to respond to attacks. 

• Defections from the RSF continued, with fighters associated with Al-Tayeb Al-Wahido purportedly joining the ranks of SAF in an announcement on 25 September.  

• Armed clashes broke out on 15 September at Al-Naam market near Abyei, with as many as 40 people killed. The perpetrators were not immediately identified. Al-Naam is an important trading and supply location between Sudan and South Sudan.

• North Darfur
  SAF claimed it took down an FH-95 drone east of the Kalimantu area on 26 September. 

• On 16 September, the RSF retook Ambro, which had previously been taken back under the control of SAF and Joint Forces in mid-August.  Ambro has routes leading toward the Chad border, making it important for armed movement and supply lines across Darfur.
  

  Gezira

• Witnesses say an RSF drone strike hit a fuel storage facility in Um Aleila, near Wad Madani on 27 September. Um Aleila is a hub for fuel storage used in agriculture in the State.
  

  North Kordofan 

• Following a large offensive in northwestern North Kordofan, SAF successfully took control of Sodari town on 25 September, adding to the number of areas they continue to take back from the RSF. The Rapid Support Forces still have control over Umm Badr and Hamrat al-Sheikh, both to the northwest of Sodari.

• Sudan Doctors Network said the destruction of Sodari Hospital is depriving over 50,000 families in the State from access to healthcare. 

• Tasees claimed a SAF drone killed nine and wounded 24 in an attack on a civilian neighborhood of Al-Mazrub on 25 September. 

• Civilians in Hamrat El Sheikh locality are fleeing the conflict. 

• According to the Dar Hamar Emergency Room, the RSF attacked a gold mining market, killing five and wounding dozens.

  Blue Nile

• A new analysis by ACLED examines why Blue Nile has become a new flashpoint in the war, with increased drone activity continuing to share the conflict.  

• On 19 September, SAF said they shot down a long range RSF drone and ambushed troops in southeastern Blue Nile. 

• On 13 September, RSF carried out drone strikes near Damazin, hitting a fuel depot and also landing near the airport and a military hospital. According to Sudanese ECHO, trucks associated with RSF were seen travelling from Kurmuk, across the border to Asosa airport in Ethiopia. RSF activities in Ethiopia may get more difficult as fighting in Ethiopia escalates.

HUMANITARIAN AFFAIRS & DISPLACEMENT

• Drought, extreme weather episodes and rising fuel costs have all contributed to dire food insecurity. The Food and Agricultural Organisation (FAO) has identified 14 areas of South Darfur, North Darfur and South Kordofan at risk of famine. Farmers are finding ways to adapt to the challenges, including climate change. 

• The International Organization for Migration (IOM) said 5.1 million Sudanese have returned home. This includes 2.7 million returnees to Khartoum, but the UN has said only 1% of the city is liveable, as of June. 

• As the World Food Program (WFP) gets a new executive director, the funding crisis for food assistance in Sudan continues to grow worse. Of the 20 million in need of food assistance, WFP can only support 5 million. 

• Mother of Mercy hospital in the Nuba mountains, continues to treat cancer patients, despite the challenges of war. 

• Mass displacement in Darfur is pushing people across the border, into Chad. UNHCR says the daily rate of crossings is 20 times higher than a few months ago. Displacement continues to plague Tawila, with continued arrivals despite the limited resources available to the growing population. 

• A case study by Shabaka and ODI found that a lack of transparency in humanitarian aid in Sudan has led to significant gaps and challenges in both humanitarian response and development. 

• In Egypt, Sudanese continue to face arrest and deportation. On 13 September, 33 people who were seeking shelter in a park, after having been laid off from Sudanese owned businesses in Cairo were arrested and are being processed for deportation. 

ECONOMY & NATURAL RESOURCES

• The Sudanese pound has lost half its value since May, in SAF controlled areas. Despite the recent gains of territorial control, SAF still lacks the exports to stabilize the economy. Economic stagnation, Dollar rise, and purchasing power decreasing

• At least 82 people died when a mine collapsed on 13 September at the al Zara min in Nuhud, West Kordofan. A lack of equipment to respond at the artisanal gold mining site, made the recovery very difficult. 

• On 19 September, 11 miners were killed and more than 30 injured when a gold mine collapsed in Red Sea state. 

• SAF is turning to Saudi-Pakistani networks to revive the gold sector.

• Fuel shortages are pushing people to the black market and driving up prices, in Khartoum and other cities.

WHAT WE’RE READING

• The start of the school year brings new challenges to students and institutions as Sudanese authorities are requiring students to attend classes in-person in Sudan, shifting away from years of remote learning after the conflict broke out. I

• Sudanese music hasn’t made the mainstream international stage but more that might be changing with more exposure from platforms like TikTok and rapper Connan’s recent performance at Coachella.  

• Artist and researcher Ahmed Isamaldin uses satellite imagery to trace how Sudan's gold industry has expanded during the war. His research reveals how the conflict is linked to global supply chains and how consumerism connects us to the war.

النزاع المسلح

• كشف تحليل جديد أجرته منظمة «عاين» أن حرب الطائرات المسيرة تتصاعد في السودان، حيث تستفيد جميع أطراف النزاع من إمدادات الطائرات المسيرة وقدرات الدفاع الجوي، اللتين تتطلبان تكنولوجيا متطورة بشكل متزايد للرد على الهجمات.

• استمرت حالات الانشقاق عن قوات الدعم السريع، حيث أفادت تقارير بأن مقاتلين مرتبطين بـ«الطيب الوحيد» انضموا إلى صفوف القوات المسلحة السودانية في إعلان صدر في 25 سبتمبر.

• اندلعت اشتباكات مسلحة في 15 سبتمبر في سوق «النعام» بالقرب من أبيي، أسفرت عن مقتل ما يصل إلى 40 شخصًا. ولم يتم التأكد من هوية الجناة على الفور. وتعد «النعام» موقعًا تجاريًّا وإمداديًّا مهمًّا بين السودان وجنوب السودان.

• أسقطت القوات المسلحة السودانية طائرتين بدون طيار من طراز FH-95 في ولايتي شمال كردفان وشمال دارفور

الجزيرة

• يقول شهود عيان إن غارة بطائرة مسيرة تابعة لقوات الدعم السريع استهدفت منشأة لتخزين الوقود في أم عليلة، بالقرب من ود مدني، في 27 سبتمبر. وتُعد أم عليلة مركزًا لتخزين الوقود المستخدم في الزراعة في الولاية.
