NEWS ROUNDUP

• Junta police detained an American businessman who has advocated for the lifting of sanctions and U.S. engagement with the junta, on charges of fraud. In China, police detained a prominent Burmese-American security scholar.

• A warehouse containing mining explosives caught fire in Sagaing, killing dozens and injuring scores more.

• Local communities in Kachin and Shan called for collective action against river pollution and toxic contamination caused by mining operations along the Thai border.

HUMAN RIGHTS & SECURITY

• The junta continued to weaponize telecommunications, launching a committee to pursue 24/7 monitoring of Myanmar’s internet. Meanwhile, the shutdown of Starlink services - ostensibly to target scam centers - may also be affecting civilian and resistance groups.

• Police seized large quantities of narcotics, including over 1 million stimulant tablets and 10 kilograms of heroin in Sagaing on June 7. In Yangon, authorities burned $600 million worth of seized illegal drugs on June 26.

ARMED CONFLICT

• Chin State: The junta launched an offensive on the Chin-Magway border, causing over 14,000 civilians to evacuate. The Manipur River Bridge, part of a vital trade route to India, was destroyed by an unknown group. Junta airstrikes in Kanpetlet Township killed seven civilians between June 17 and 22. The newly formed Khumi People's Front (KPF) forcibly conscripted dozens of youth in Paletwa.

• Mon State: Residents of at least six villages in Kyaikto Township fled junta airstrikes, which increased under a new regional commander. Homes of former New Mon State Party (NMSP) members were damaged by airstrikes despite a longstanding ceasefire. Junta officers were accused of excessive money collection at checkpoints.

• Kachin State: A massive convoy of junta ground forces arrived in Myitkyina to reinforce its Northern Command. Forced conscripts by the junta were used in human wave attacks in Shwegu as the regime sustained heavy losses. Heavy fighting continued as the junta pushed toward Bhamo, with five civilians killed on June 13.

• Kayin/Karen State: A suicide drone launched from Kayin crashed in Western Tak province in Thailand, which shares a long border with the state, killing three civilians. Heavy fighting raged around Myawaddy at the end of the month. The junta demanded that the Democratic Karen Buddhist Army (DKBA) return Paya Thonzu town.

• Kayah/Karenni State: In Demoso Township, junta airstrikes killed a Christian youth leader and injured others. Two children were killed in a drone strike on June 24.

• Rakhine State: At least seven civilians were killed in an airstrike in Kyauktaw town on June 18. Numerous civilians, including children, were injured in multiple junta airstrikes in Gwa Township, which the junta continued firing despite its lack of ground control.

• Shan State: Mining explosives belonging to the Ta'ang National Liberation Army (TNLA) ignited, causing a huge blast that killed at least 46 people, injured over 100, and displaced numerous civilians in Namhkam Township. Local civil society groups urged accountability for those responsible due to negligence.

• Ayeyarwady Division: The Arakan Army (AA) gained momentum as it advanced further into the region from Rakhine State. The junta reinforced positions and fierce daily clashes were reported.

• Bago Division: Five civilians were killed during clashes as the junta advanced on PDF-controlled territory in Okhpo Township. Five others were killed after being accused of acting as junta informants, potentially by resistance forces, sparking calls for an investigation.

• Magway Division: Junta forces established new positions in an apparent effort to force an opening to Rakhine State and disrupt AA trade routes. Airstrikes causing civilian casualties continued across the region.

• Mandalay Division: Young citizens were trafficked for conscription into the junta's army. Tensions continued to escalate between resistance groups: the National Unity Government (NUG) claimed that four fighters were killed by a landmine amid a dispute with the People’s Liberation Army (PLA).

• Sagaing Division: A homemade bomb attack on the Sagaing Township Immigration Office left 19 injured on June 5. The junta burned villages in “clearance operations” along strategic trade routes to India. The Shan Ni Nationalities Army (SNA) captured 19 KIA and PDF camps in upper Sagaing. Fighting continued in Khampat town despite junta claims of victory.

• Tanintharyi Division: Locals fled villages near the Dawei Special Economic Zone due to junta activity. A woman was killed by a landmine in Tanintharyi Township on June 19.

HUMANITARIAN, ECONOMIC & SOCIAL CONDITIONS

• UN officials estimated that over 5,000 Myanmar refugees have found jobs in Thailand since the country eased policies restricting refugees’ right to work last year.

• Bangladesh Home Minister Salahuddin Ahmed suggested building barbed wire fencing along the Myanmar border, as Bangladesh has done in some sensitive stretches of its India border.

INTERNATIONAL, REGIONAL AND U.S.
DIPLOMACY

• Junta leader Min Aung Hlaing visited regional powers to strengthen cooperation, meeting with India’s President Modi on June 1 and China’s President Xi Jinping on June 15.

• Chinese officials arrested Burmese-American scholar Min Zin, an expert on security and China-Myanmar relations, on charges of spying and endangering national security. Min Zin had traveled to China for a meeting, shortly before Min Aung Hlaing arrived on a diplomatic tour.

• In Yangon, on June 11, junta officers detained Adam Castillo, the former president of the American Chamber of Commerce and a proponent of U.S.-junta engagement, for alleged fraudulent activity.

• Senator Mitch McConnell, a longtime supporter of Myanmar's democracy movement, questioned Secretary of State Marco Rubio about delays in funding for the BURMA Act and whether U.S. foreign policy was moving toward engagement with the junta.

• News broke that a U.S. diplomat had been found dead in a Yangon hotel in late May in an apparent homicide. His ex-wife was later arrested and the case remains under investigation.

• Special Envoy of the Secretary-General on Myanmar, Julie Bishop, briefed the UN General Assembly on June 19, describing the situation as "bleak." The EU released a statement after the briefing, calling for the regime to immediately cease all violence and commit to a genuine and lasting cessation of hostilities, among other recommendations. 

• China was accused of encroaching into Myanmar territory after staking flagpoles near Muse town in northern Shan State.

ROHINGYA CRISIS

• Anti-Rohingya sentiment escalated in Malaysia following complaints about poor waste disposal after the Kurban Eid cattle sacrifice, which prompted a petition for the removal of Rohingya from the country and rampant negative rhetoric online.

• Bangladesh Foreign Minister and Rohingya policy architect Khalilur Rahman was elected to serve a one-year term as the President of the UN General Assembly’s 81st session.

• On June 5, nearly 50 Rohingya refugees attempting to cross the Naf River were denied entry to Bangladesh by border guards.

• Turkey’s Foreign Minister met with Bangladesh Prime Minister, Tarique Rahman, to discuss cooperation and support for Rohingya refugees.

• The UN’s Office of Internal Oversight Services published the findings of an audit revealing UNHCR’s mismanagement of funding for the humanitarian response in Bangladesh. The findings were met with widespread criticism.

DOMESTIC POLITICS

• The junta declared that it had invited peace talks with the resistance, but resistance leaders denied that such offers had been made and slammed the proposal as a sham. The Kachin Independence Organization (KIO) said it would be open to peace talks if other resistance groups were included.

• The United Kuki State Council (UKSC) opposed a proposal by Shanni leaders to incorporate ancestral Kuki territories in Sagaing Region in a new Shanni self-administered region, which the junta and Shanni ethnic leaders met on June 4 to discuss amid broader peace talks.

• A “digital rose” campaign was launched and a banner dropped at embassies to mark Aung San Suu Kyi’s 81st birthday and protest her ongoing detention. Suu Kyi’s son Kim Aris demanded proof of life in a meeting with ASEAN parliamentarians.

BUSINESS, INVESTMENT AND TRADE

• A new policy was enacted permitting car owners to purchase imported electric vehicles in exchange for their old vehicles as the junta tries to reduce reliance on oil imports.

• The first known Russian mining project opened near the Thai border in eastern Shan State to extract tungsten. A similar Chinese-owned tungsten mine opened nearby in February.

• Associates of junta vice president Nyo Saw were allegedly favored to receive import licenses in light of the reopening of border trade between Thailand and Myawaddy in Karen.

ENVIRONMENT AND NATURAL RESOURCES

• The junta confirmed the discovery of massive new gas fields offshore in the Ayeyarwady and Tanintharyi reserves.

• The Chinese-led revival of the Myitsone Dam, which is expected to move forward, was protested by activists, who warned of the project’s social and environmental harms.

• Residents in Kachin State’s Chipwi District opposed Chinese business efforts to expand rare earth mining operations.

• Local communities in Kachin and Shan states called for collective action against river pollution and toxic contamination caused by mining operations along the Thai border.

REPORTING AND ANALYSIS

• A recent study from the nonprofit organization, Equality Fund, showed feminist funding playing a critical role in supporting local communities when traditional aid falls short. 

• According to the magazine Foreign Policy, U.S. policy has become more aligned with the junta amid American-Chinese competition and the U.S.’s aspiration to acquire rare earth minerals from the region.

• Fortify Rights published documentation of a mass killing of civilians in Bago, which occurred in March, and called for an investigation into possible war crimes.
