HUMAN RIGHTS AND ARMED CONFLICTA Human Rights Watch investigation reveals how M23 summarily executed at least 21 civilians in Goma in February. Recent reports show M23 is still tracking down people it suspects of causing insecurity or supporting the Congolese government in Goma, arbitrarily detaining them, torturing them, and sometimes disappearing them.
Although clashes involving M23 have lessened in the past month, they remain ongoing in pockets of South Kivu and North Kivu provinces.
The CODECO militia killed 6 civilians in Djugu territory, Ituri province, on the night of 4 June 2025.
The Ugandan but DRC-based Islamic State-affiliated Allied Democratic Forces (ADF) attempted a suicide bombing in Uganda, the first confirmed attempted attack inside Uganda since December 2023.

BUSINESS AND MINERALSNegotiations over a U.S.-DRC critical minerals deal are ongoing in Washington DC. The agreement would cover exploration of a large part of the Congolese soil and Kinshasa is also insisting that the processing and transformation be done locally. The Congolese Presidency also put in place a 22-person ‘strategic coordination team’ tasked with following the negotiations and implementation of the deal. Five members of the U.S. Congress are demanding transparency guarantees around the minerals deal.
The World Bank has approved a $250 million credit as the first phase of a $1 billion Inga III Development Program, which aims to bring electricity to 300 million Africans by 2030.
The cobalt industry is holding its breath waiting to hear whether DRC, responsible for 60% of the world’s cobalt, will or will not renew its ban on cobalt exports, which it put in place at the beginning of the year to drive prices up.

DROITS HUMAINS ET CONFLIT ARMÉ Une enquête de Human Rights Watch révèle comment le M23 a exécuté sommairement au moins 21 civils à Goma en février. Des rapports récents montrent que le M23 continue de traquer les personnes qu'il soupçonne de causer l'insécurité ou de soutenir le régime de Kinshasa à Goma, de les détenir arbitrairement, de les torturer et parfois de les faire disparaître. Les affrontements impliquant le M23 ont diminué au cours du mois dernier (selon les données de l'ACLED), ile poursuivent dans certaines zones des provinces du Sud-Kivu et du Nord-Kivu. La milice CODECO a tué 6 civils dans le territoire de Djugu, province de l'Ituri, dans la nuit du 4 juin 2025. Les Allied Democratic Forces (ADF), affiliées à l'État islamique et basées en RDC, ont tenté de commettre un attentat suicide en Ouganda. Il s'agit de la première tentative d'attentat confirmée à en Ouganda depuis décembre 2023.
